The “White Land” program announced that there are 90 days left until the end of the regular registration period for the second phase of applying fees in Makkah, Jeddah and the Dammam metropolitan area, noting that delaying the registration of lands located within the geographical scope of the city, whether in its first or second phase, entails fines that may reach 100% of the value of the fee .

The program explained in a press statement today that if the landowner is late in registering the land within the legal period when the fees are applied in a particular city, a violation of non-registration will be issued amounting to 2.5% of the value of the land, in addition to the value of the basic fee after the invoice is issued. If payment is delayed beyond the specified period, a new violation of 2.5% will be added, which requires the landowner to pay two violations in addition to the fee invoice, with a total of up to 7.5% of the value of the registered land .

He added that all owners of undeveloped land located within the geographical boundaries of the cities where undeveloped land fees are applied are required to register their land through the electronic portal, including owners of developed undeveloped land in Makkah, Jeddah and the Dammam metropolitan area, before the end of the statutory registration deadline for the second phase after 90 days .

He pointed out that exemption from fees requires registering the land on the platform, then submitting the justifications during the objection period after the invoice is issued, explaining that the land fees invoice is issued in the name of the land owner based on the data from the Ministry of Justice at the moment of its issuance, and in the event of transferring ownership of the land after the invoice is issued, the first owner is obligated to pay the fees .

The program emphasized its role in increasing the supply of developed land in order to achieve a balance between supply and demand, providing developed residential land at reasonable prices, achieving fair competition and reducing monopoly, which contributes to creating movement in the sector.

It is worth mentioning that the amendment to the White Land Fees Regulations included three implementation phases. The first phase includes undeveloped lands with an area of (10) thousand m2 or more located within the scope determined by the Ministry. The second phase includes developed lands with an area of (10) thousand m2 or more, and developed lands for one owner with areas of (10) thousand m2 or more in one plan within the scope determined by the Ministry. The third phase includes developed lands with an area of 5,000 m2 or more, and the total developed lands for one owner with areas of 10,000 m2 or more in one city within the scope determined by the Ministry .
