The Minister of Municipality and Housing inaugurates the Restatex exhibition and launches the Rental Index and the Developers Support and Contractors Conversion programs.

His Excellency the Minister of Municipal and Rural Affairs and Housing, Mr. Majid bin Abdullah Al-Hogail, launched today, Tuesday, the “Rental Index” for major cities and the “Support and Empowerment of Real Estate Developers” and “Conversion of Contractors into Real Estate Developers” programs, during his opening of the Riyadh Real Estate, Housing and Urban Development Exhibition “RESTEX”, at the Riyadh International Convention and Exhibition Center. His Excellency stressed the role of the regulations and programs that the Ministry has worked on to organize the real estate market in order to achieve the objectives of the Kingdom’s Vision 2030.  

During his speech, His Excellency explained that the two programs aim to empower developers and raise their capabilities to reach a level that qualifies them to implement housing projects that meet the aspirations and desires of Saudi families, with the goal of increasing the rate of homeownership to 70% by 2030, in order to achieve the objectives of the Housing Program – one of the programs of the Kingdom’s Vision 2030 – while the rental index aims to help tenants and decision-makers obtain detailed information at the neighborhood level for the main cities in its first phase.

His Excellency emphasized the strength of the partnership between the Ministry and the private sector, represented by real estate developers, whose numbers exceeded 80 developers across the cities and regions of the Kingdom, in addition to 400 developers qualified to work on off-plan sales or leasing projects ("Wafi") to enhance the supply of residential real estate in the market within major, medium and small real estate projects.

Al-Haqil pointed to the importance of applying modern building technologies in 60% of the ministry’s projects to accelerate the pace of construction compared to traditional construction, in partnership with the Ministry of Industry and Mineral Resources. He also noted the role of the Real Estate Arbitration Center in cooperation with the Ministry of Justice in facilitating the resolution of disputes, and the role of the electronic platforms “Sakani”, “Real Estate Advisor”, and “Ejar” in preserving rights and facilitating families’ access to housing options.

His Excellency toured the exhibition and honored the sponsors of the exhibition. He was briefed on the various services and options included in the exhibition, which highlight the role of the partnership between the finance and real estate development sectors in implementing current and future projects, and the various programs aimed at facilitating the provision of housing for Saudi families with diverse options, high quality and reasonable prices, in addition to the programs provided by the Real Estate Development Fund within the framework of enabling citizens to build and purchase the homes they desire.

It is worth mentioning that the exhibition includes a number of accompanying events, including 10 workshops that review the role of regulations and legislation in developing the housing market in the Kingdom, in addition to the Ministry’s efforts to enhance the balance between supply and demand, and the efforts of the Housing Program – one of the Kingdom’s Vision 2030 programs – in activating the partnership with the public and private sectors to supply diverse housing units with high quality and an appropriate price in all regions of the Kingdom.
