The Municipal Investment Forum "Opportunities" kicks off... and the investment portal for Saudi cities is launched.

In the presence of a number of Their Highnesses, Excellencies the Ministers, Princes of Regions and Governorates and senior officials, His Excellency the Minister of Municipal and Rural Affairs and Housing, Mr. Majid bin Abdullah Al-Hogail, today launched the Municipal Investment Forum “Opportunities” in its second edition, which will continue until Thursday, January 26, 2023, at the Riyadh Front for Exhibitions and Conferences.

His Excellency the Minister of Municipal and Rural Affairs and Housing, Mr. Majid bin Abdullah Al-Hogail, announced the issuance of the royal approval to adopt the municipal investment portal “Fursah” to be a unified national portal for presenting real estate investment opportunities with government agencies, under the name: (Investment Portal in Saudi Cities – Fursah), in addition to cooperation and integration with the Invest in Saudi Arabia platform, noting that today (Fursah) was launched as a national platform.

Al-Haqil explained during the opening speech that municipal investments contribute to achieving the goals of the Kingdom’s Vision 2030 by improving the quality of city services, enhancing the urban landscape, developing and diversifying recreational opportunities. Municipal investments also make state-owned assets available to the private sector, develop the activities of other sectors, and increase the contributions of small and medium enterprises.

He added: “Municipal investments are related to 5 of the Vision programs, which are (privatization, housing, quality of life, serving the guests of God, financial sustainability), and that municipal investment improves the investment system in 3 main axes (a legislative axis to raise the maturity of investment, a axis for developing supporting products, and a procedural and marketing axis).

Al-Haqil emphasized that the ministry has fully automated the investor's journey, from presenting the opportunity to purchasing the booklet and submitting bids, through forming the convened committees, to awarding the opportunity, signing the contract, and handing over the site, through a unified platform. He pointed out that the Municipal Real Estate Disposal Regulations have been issued to be the regulatory framework for the mechanisms of disposing of municipal real estate. The regulations also allowed for the temporary rental of real estate, where the investor can rent public parks or squares to hold events or occasions for a period of up to 3 months.

The ministry is continuously working on developing a number of products with the secretariats and municipalities, most notably "working with government funding funds, partnership with the private sector," and the ministry is working to privatize 70% of municipal services by 2030.

On the sidelines of the ceremony, His Excellency the Minister of Municipal and Rural Affairs and Housing signed 3 agreements. The first was the signing of the executive program for bilateral cooperation between the Ministry and the Ministry of Land, Infrastructure and Transport of the Republic of South Korea. The second was an agreement on the controls for linking the investment portal in Saudi cities, Furs, and the Invest in Saudi Arabia portal with the Ministry of Investment. The third was an agreement to use the investment portal in Saudi cities, Furs, for the opportunities offered by the Ministry of Transport and Logistics.

The forum includes the presentation of more than 5,000 investment opportunities, suitable for all segments of investors, from entrepreneurs and owners of small and medium enterprises to large investors in various economic activities in all Saudi cities.

The forum also includes an accompanying exhibition that brings together more than 60 entities, including opportunity owners, enabling funding entities, organizing and supporting government entities, and a number of pioneering programs and projects. It also includes many accompanying events, represented by more than 25 dialogue sessions and more than 50 specialized workshops that discuss issues related to raising the attractiveness of investment in cities, in which more than 100 speakers from officials, experts and specialists speak.

On the other hand, the State of Qatar is participating as the "guest country" in the forum, where it will review the experience of the Ministry of Municipality and its successful participation in organizing the World Cup, and the role of the private sector and investment opportunities in developing cities, infrastructure and the quality of life of the residents.

The forum aims to increase the attractiveness of investment in Saudi cities, stimulate local investments, attract foreign investments that will increase the contribution of the private sector to the development of cities and the growth of the gross domestic product, contribute to enabling sectoral and regional strategies, and introduce municipal investment mechanisms.
