The General Secretariat of the Off-Plan Sales and Leasing Committee “Wafi” explained that the off-plan sales system is one of the safe solutions for property ownership , as it includes controls and procedures that guarantee the rights of all parties according to the concluded contracts.
This was stated by the Secretary-General of the Off-Plan Sales and Leasing Committee, Naif bin Nawaf Al-Sharif, who explained that the quality of implementation of units in off-plan sales projects is among the priorities of the work to be supervised by “Wafi”, and is one of the basic pillars for approving the completion of projects in preparation for the handover and transfer to the beneficiaries.
Al-Sharif added that the completion of the delivery of all public services in the real estate units in off-plan sales projects and their use upon delivery to the end beneficiary is one of the essential clauses that must be taken into account in the contracts concluded between the parties of the project.
He stressed that the project developer must adhere to the agreed-upon delivery date of the unit to the beneficiary . If the delivery is delayed beyond the specified date, the beneficiary has the right to claim the penalty clause as stipulated in the contract, which is 7% on a daily basis. This penalty begins to accrue from the date of signing the sales contract until the date of unit delivery, in order to calculate the beneficiary's full rights.
It is worth mentioning that “Wafi” is concerned with organizing the contractual relationship between all related parties in the project , as well as monitoring the completion rates of projects, the quality of their implementation and their cash flows , in addition to motivating and qualifying real estate developers to create distinguished and integrated real estate projects that meet the aspirations of Saudi families.
