"White Lands": 69 plots in the sixth billing cycle in Makkah

The “White Lands” program revealed that the sixth round of billing for the first phase in Makkah was issued for 69 lands located within the announced urban area, with a total area exceeding 17 million square meters, indicating that the sixth round of bills for land fees in Makkah was issued last week.

The program explained in a press statement today that the total number of invoices for white land fees issued since the launch of the program has exceeded 14,500 invoices in the cities where the fees were applied, including the invoices for the sixth round of fees in Makkah in its first phase for the year 1444/1445 AH .

The program called on landowners to take the initiative to develop their lands or pay within one year from the date of issuance of the decision, in order to avoid the consequences of non-payment within the specified period, which may amount to 100% of the value of the fee, in addition to paying the fees due. It indicated that the mechanism for evaluation and estimation of the value of the land and the fee due can be viewed by visiting the website for white land fees.

The program clarified that invoices are considered contracts, privileges, and penal documents according to the State Revenue System. It pointed out that Article Fifteen of the Executive Regulations for White Land Fees stipulates that collected funds are to be allocated to infrastructure development projects, as follows: "The Ministry shall determine the expenditure – from the account designated for collected fees and fines – on housing projects, connecting public utilities to them, and providing public services within them." Any beneficiary can inquire about any outstanding fees on any undeveloped land using only the deed number through the White Land Fees website, and view all details of the billing cycles related to cities subject to the system by visiting the link idlelands.housing.gov.sa .

It is worth mentioning that the program announced the approaching end of the regulatory deadline for registering lands subject to the second phase of the white land fees in Jeddah, Makkah, and the Dammam metropolitan area in recent days, as there are less than two months left until the end of the regulatory registration deadline. It called on owners of white lands in the three cities to register their lands on the electronic portal for white land fees, noting that failure to register within the deadline will result in a fine that may reach 100% of the value of the fee, and that land owned by more than one owner with one deed will be subject to fees according to the share of each partner, and after the end of the registration period and the issuance of the invoice, an objection can be made and evidence of impediments to the application of the fees can be submitted.
