"White Lands": More than 4,600 fee invoices issued for the second phase in Makkah, Jeddah, and the Dammam metropolitan area

The White Land Program issued more than 4,600 invoices within the first round of the second phase of land fees in Makkah, Jeddah and the Dammam metropolitan area , noting that the invoices were issued for about 3,500 lands located within the announced urban area for the second phase, indicating that the invoices for the first round of land fees in the aforementioned cities were issued on December 29, 2022, corresponding to Jumada II 5, 1444 AH.

The program explained in a press statement today that the total number of white land fees issued since the launch of the program has exceeded 16,000 in the cities where the system has been implemented, calling on owners to take the initiative to develop their lands or pay within one year from the date of issuing the decision.

The program noted that Article Fifteen of the Executive Regulations for White Land Fees stipulates that the amounts collected shall be spent on developing infrastructure projects according to the following text: “The Ministry shall determine the expenditures from the account designated for the amounts of fees and fines collected on housing projects, connecting public utilities to them, and providing public services therein.” All details of the billing cycles related to the cities subject to the system can be viewed by visiting the following link: https://lands.housing.sa/ar .

It is worth mentioning that the program made modifications that included the possibility of applying more than one phase in one city, in addition to the Ministry conducting a periodic review of the situation in any city to decide whether to apply the fees on the lands therein, or to suspend the application, or to apply one or more phases to bypass a certain phase and move to the next phase in the same city, in addition to the issuance of a generous royal order in August 2020, stipulating that invoices for white land fees are considered contracts, privileges, and penal documents according to the State Revenue System.
