Studying and designing a Smart City Platform for the management of municipal assets in pilgrim cities (Integrated Cloud Command and Control Center)

In light of the spread of smart city applications and growing reliance on pertinent technologies, the pilgrim cities (Makkah, Madinah, Jeddah, Taif, and Jamoum) will require a command and control center as part of an integrated cloud command and control center at the Kingdom level that is efficient for managing all aspects of smart city projects and assets. All smart city components, such as smart security cameras, smart parking spaces, first responders, traffic and congestion management, smart waste management, smart water solutions, and smart street lighting, are managed and operated in this manner. To ensure that each city has a center and that those centers are all connected through an integrated cloud command and control center at the highest level of command and control, it is proposed that this project include regional city management at the Kingdom level. The initiative includes the study, design, development, and implementation of a smart city platform for managing smart infrastructure municipal assets and developing an integrated set of applications that manage all activities in the pilgrim cities (Makkah, Madinah, Jeddah, Taif and Jamoum), ensure the flow of activities, traffic and services provided in the city, immediately respond to incidents in real-time and obtain unified KPIs through which officials can assess the overall service provided in cities. The initiative's key applications are as follows: Cleaning Management Application; Emergency Management Application; Service Area Management Application; Reporting and Communication Management Application; Hajj Environment Management Application; Traffic Dynamic Mapping Application; Pilgrims & Umrah Performers’ Tracking and Guidance Management Application; Hajj Smart Gate Application; Hajj Asset Management Application; and Supply, Installation, Operation and Provision of Self-Service Channels. There are two key processes that make up the initiative: (1) Study & Design (2) Implementation & Operation

    Studying and developing slums adjacent to the central area in Makkah and Madinah

    The initiative seeks to increase the capacity of hotels and the number of pilgrims that can be accommodated by studying and developing a wide range of public facilities, sites, and open spaces—including roads, streets, and squares—integrating this into a system and developing specialized engineering solutions.

      Studying and developing the Islamic battles sites and other historical sites in pilgrim cities

      This initiative seeks to study and develop the areas surrounding the Islamic battles sites and other historical sites in pilgrim cities (Makkah, Madinah, Jeddah, Taif and Jamoum), such as Uhud, Al-Khandaq, Badr and Hira Cave. In addition to facilitating traffic and waiting, and providing paved yards, green areas, seating areas, and investment-related events such as exhibitions and kiosks, the initiative includes landscaping and establishing service centers, stores and tourist attractions for pilgrims, Umrah performers and visitors.

        Studying the development of municipal and other services for pilgrims

        The goal of this initiative is to look into and improve the municipal services offered to pilgrims, such as those pertaining to shaving after completing the rituals. This is done to guarantee the provision of high-quality services as well as the safety of the pilgrims with all technical, health, and environmental control standards.

          Studying, developing and preparing municipal facilities and services for pilgrims

          The initiative intends to serve pilgrims travelling to the Two Holy Mosques by land, sea, and air ports in Makkah, Madinah, Jeddah, and Taif by studying, building, developing, and enhancing municipal facilities and services in urban areas (e.g., roads, streets, intersections, lighting, lounges, Hajj and Umrah timing, parking areas, and gas stations).

            Studying, developing, and improving visual scene of pilgrim cities

            This initiative seeks to enhance the visual scene pertaining to pilgrims' journey from the time they enter land, sea, and air ports until they arrive at their final destination (the Two Holy Mosques). To accomplish this, urban design elements are developed and improved at the entrances of the pilgrim cities (Makkah, Madinah, Jeddah, Taif, and Jamoum) and visual distortion is mitigated in these cities, with a focus on showcasing the local and Islamic identities.

              Sustainable Building

                The Sustainable Building Program was set to offer various services that help establish the sustainability of the housing units. Such services include:   - Construction quality inspection. - Prefabricated building inspection. - Building sustainability evaluation.  

                Updating and implementing the National Urban Strategy as per best international practices

                The initiative aims to update and activate the current National Urban Strategy in order to lead, stimulate and direct urban development at the national level, and to set strategic plans at the regional and local levels for six regions and six cities. Part I of the initiative targets all entities concerned with the municipal sector, and Part II targets residents of the six regions and cities. The initiative helps improve the urban landscape through activation and implementation of the National Urban Strategy 2030. Expected Impact: Improving the urban landscape and citizens’ standard of living, maximizing the economic, social, cultural and environmental benefits and value of comparative advantages, launching investment projects to improve the economic base and increasing reverse migration. Outputs: Strategic plans for six regions; detailed strategic schemes for six cities; keeping abreast of the recent urban planning developments and transformations; and realizing sustainable development for all regions and cities of the Kingdom of Saudi Arabia.
