A senior executive with more than 20 years of experience in leading government transformation and redesigning institutional systems. He currently serves as Assistant Minister of Municipalities and Housing for Planning and Development, where he leads strategic planning and institutional development, oversees national programs, manages institutional transformation, enhances performance efficiency, and restructures the operations of the municipal and housing sectors.

He also oversees a number of transformational initiatives aligned with the objectives of Saudi Vision 2030 and has extensive experience in managing highly complex portfolios and leading cross-sectoral initiatives.

In addition, he has established several institutional tools to support decision-making through the effective use of data and artificial intelligence technologies. He also serves as a board member of several government entities.

He has led a portfolio of pivotal strategic initiatives across the municipal and housing sectors under the supervision of His Excellency the Minister, delivering significant national outcomes. These initiatives included developing the Municipal Sector Strategy and leading the development of national regulations, policies, and their implementing regulations. His key achievements include:

• Leading the integration program of the Ministries of Municipal and Rural Affairs and Housing, including the transfer of responsibilities and employees, organizational restructuring, integration of systems and policies, and strategic change management.
• Leading the restructuring and governance of the municipal and housing sector ecosystem in accordance with international best practices, in collaboration with national government entities.
• Leading the National Program for Addressing Visual Distortion across 17 municipalities, leveraging automated monitoring powered by artificial intelligence, with zero additional budget.
• Enabling municipalities and local authorities to achieve institutional transformation through the design of indicators to measure residents’ satisfaction and the quality of services in cities.
• Leading the development of the Ministry’s strategic partnerships with government entities and establishing a scientific methodology for measuring their impact.
• Providing overall supervision of the Housing Program, one of the Saudi Vision 2030 programs, through activating partnerships and privatization initiatives and developing the housing ecosystem.
• Leading the advanced phase of the White Land and Vacant Real Estate Fee Program through restructuring zones, fees, and targets, supported by aerial imagery and artificial intelligence models.
• Leading the digital transformation of procedures and services in the municipal sector and launching the Balady and Maarefa platforms, with Maarefa being an internally developed generative artificial intelligence model.
• Leading the development and formulation of policies and strategies for both sectors, including the Municipal Sector Strategy and the Artificial Intelligence Strategy.

Current Position

He currently serves as Assistant Minister of Municipalities and Housing for Planning and Development, overseeing the Strategic Planning Agency, the City Services Performance Monitoring Center, the White Land Fees Program, the Business Intelligence and Decision-Making Center, in addition to the strategic partnerships portfolio.
