The National Program for the Development of Group Housing for Individuals continues its efforts to provide a suitable and sustainable housing environment for all workers in the Kingdom, and to ensure that housing meets the health, technical and safety requirements that must be available in group housing for individuals, and to increase the percentage of group housings that comply with the required requirements through the "Baladi" platform.
The Assistant Undersecretary for Sector Development at the Ministry of Municipal and Rural Affairs and Housing and Secretary of the Board of Directors of the National Program for the Development of Group Housing for Individuals, Engineer Hassan Zain Al-Din, explained that the Group Housing for Individuals Program, whose Board of Directors is chaired by His Excellency the Minister of Municipal and Rural Affairs and Housing, Mr. Majid bin Abdullah Al-Haqil, includes 10 government agencies as members, as it is considered one of the leading programs to improve the group housing system and provide a suitable residential environment for workers in the Kingdom of Saudi Arabia in order to achieve the Quality of Life Program - one of the programs of the Kingdom’s Vision 2030 -.
He pointed out that 22 initiatives have been launched to develop the collective housing system for individuals, including: (providing financing solutions for collective housing projects, developing regulatory legislation to improve the collective housing environment, awareness campaigns, qualifying the private sector for licensing and oversight, launching a comprehensive platform for licenses, preparing controls for planning collective housing in commercial complexes, offering investment opportunities for collective housing, and distributing collective housing for individuals across cities), in addition to the initiative to develop current contracts for renting collective housing units to become model contracts, which is one of the initiatives undertaken by the Ministry of Municipality and Housing, noting that the Ministry of Interior is organizing security campaigns to apprehend violating workers, and measuring the extent of compliance in implementing emergency plans and fire prevention and protection in accordance with the Saudi Building Code.
Zain Al-Din emphasized the active role played by the Ministry of Industry and Mineral Resources, the Royal Commission for Jubail and Yanbu, the Saudi Authority for Industrial Cities and Technology Zones, and the Authority for Special Economic Cities and Zones in developing licensing procedures for group housing in industrial cities and special economic cities and zones, and in motivating owners of group housing by offering an award for the ideal housing in industrial cities and special economic cities and zones, and sharing success stories.
He added that the Ministry of Health organized a program to examine the medical fitness of expatriate workers and provide them with health care, and to assess the health and environmental level of workers' collective housing, in addition to the efforts made by the Public Health Authority “Weqaya” in protecting and promoting public health and preventing diseases through the launch of the expanded guidance manual for health standards and requirements for workers' housing, and the participation of the Ministry of Commerce in providing a sufficient supply of licensed properties to create competition in the market and increase the supply of housing to meet demand and enable small and micro companies in the collective housing sector, in addition to the efforts made by the Ministry of Human Resources and Social Development in wage protection programs and improving the contractual relationship and organizing awareness campaigns targeting owners and residents of collective housing for individuals, and working to launch the ideal housing award for collective housing for individuals.
