His Excellency the Minister of Municipalities and Housing, Mr. Majid bin Abdullah Al-Hogail, launched the “Experimental Environment ( Sandbox )” initiative, within the framework of the Ministry’s direction towards accelerating the adoption of innovative solutions and enhancing the efficiency of developing municipal and housing services, by enabling entities to test their solutions in a realistic and safe environment; which includes supportive regulatory and legislative solutions.

The initiative aims to address the challenges associated with the large-scale implementation of solutions by providing a structured environment that allows for the testing of products and operational models, thereby accelerating the verification of their feasibility, increasing the efficiency of decision-making, and reducing operational and financial risks.

The "experimental environment" provides a practical path that enables participating entities to collaboratively develop their solutions from the initial stages, through continuous evaluation and improvement, thereby enhancing their readiness for implementation and their alignment with the needs of different sectors.

The initiative is based on an integrated business model that brings together relevant stakeholders from various disciplines, with the aim of unifying efforts, exchanging experiences, and building data- and evidence-based solutions, thereby enhancing the efficiency of services and accelerating their development.

His Excellency the Minister of Municipalities and Housing, Mr. Majid bin Abdullah Al-Hogail, affirmed that the “Experimental Environment ( Sandbox )” initiative represents a practical step towards accelerating the transformation of innovative solutions into scalable, real-world applications, within a regulatory framework that ensures efficient implementation and quality outputs.

His Excellency explained that the initiative will enable entities to test their solutions according to clear, data-based standards, thereby enhancing the reliability of results, supporting evidence-based decision-making, and increasing the readiness of solutions for wider application.

He added that the "experimental environment" will expand partnerships with the public, private and non-profit third sectors, and stimulate the development of innovative business models that support the sustainability of the municipal and housing sector, and contribute to achieving the goals of Saudi Vision 2030.

This initiative comes as part of the Ministry of Municipalities and Housing’s efforts to enhance the innovation system and support the development of a more efficient and sustainable urban infrastructure, which will improve the quality of life.

Applications to participate in the initiative will be received through a dedicated electronic platform, which allows entities to submit their innovative solutions and join the trial and development phases, by visiting the link https://momah.gov.sa/ar/form/sandbox-application-form .
