His Excellency the Minister of Municipalities and Housing, Mr. Majid bin Abdullah Al-Hogail, affirmed that the Cabinet’s approval of regulating the documentation of real estate transactions for lands subject to fees comes as a strategic step aimed at preserving the state’s rights in collecting the fees due, and enhancing transparency and governance in the real estate sector, in a way that supports the sustainability of its growth and development .

His Excellency explained that the regulation stipulates that no real estate transaction transferring ownership of land subject to the provisions of the White Land and Vacant Real Estate Fees System shall be documented except after verifying the payment of the fees due on it, in order to ensure the fulfillment of the state’s financial rights in accordance with the approved regulatory frameworks .

Al-Haqil pointed out that the regulation was designed to achieve a balance between preserving the rights of the state and the continuity of development activity in the sector, stressing that the regulation does not hinder land development operations, but rather motivates owners to actually start developing them, which contributes to increasing the supply of real estate and raising the efficiency of land use within the urban area .

The Minister of Municipalities and Housing added that the ultimate goal of this regulation is to support the housing sector and enable citizens to own their homes easily and conveniently, by providing more diverse and abundant housing options, which contributes to achieving the goals of Saudi Vision 2030 in raising the percentage of Saudi families owning homes.

His Excellency concluded by emphasizing that these regulatory steps enhance the efficiency of the real estate market, preserve rights, stimulate land development, and drive sustainable urban development in a way that serves the public interest and achieves balance in the Saudi real estate market.
