The Ministry of Municipalities and Housing launched the updated mechanism for the contractor classification system, in a regulatory step aimed at developing the contracting sector, raising the efficiency of project implementation, and promoting the principles of transparency, integrity and impartiality, which contributes to improving the quality of national projects and supports the objectives of improving the urban landscape and raising the quality of life in the Kingdom’s cities.
The ministry explained that the updated mechanism is based on an integrated evaluation model that includes technical and financial aspects, previous executive experience, and institutional capabilities, according to a precise and comprehensive methodology that covers a wide range of fields, including: construction, communications and information technology, food and accommodation, cybersecurity, exhibitions and conferences, real estate development, operation, maintenance and services; which enhances the readiness of contractors to participate in government projects efficiently and reliably.
She pointed out that the updated mechanism relies on a fully automated digital system via the “Baladi” platform, which allows beneficiaries to complete the classification procedures electronically, starting from submitting the application, through the evaluation processes, and ending with issuing the classification certificate and printing it themselves immediately upon approval, without the need to visit government agencies.
She added that this digital transformation contributes to accelerating procedures, increasing data accuracy, and enhancing information reliability, in addition to enabling government agencies to electronically verify classification certificate data and their grades, and to build an integrated database of implemented projects, main contractors, and subcontractors, which supports statistical studies and decision-making, and enhances the efficiency of planning and development in the sector.
