The Ministry of Municipalities and Housing confirmed that the regulations governing the "mobile trader" activity specify 9 locations where the activity is not permitted, as part of the requirements for regulating the activity in a way that takes into account safety, maintains the smooth flow of traffic and use of public facilities, and contributes to enhancing the quality of life in cities.
The official spokesperson for the Ministry of Municipalities and Housing, Mohammed bin Abdullah Al-Rasasmeh, explained that the sites include: (road intersections, median islands on roads, parking spaces for people with disabilities, entrances and exits of main roads, sites adjacent to traffic lights, public parking areas, bicycle paths, and roads with high traffic density), in addition to sites designated for the police, traffic, civil defense, and ambulance.
Al-Rasasmeh explained that determining the locations where the activity is permitted comes to regulate the activity of the “mobile trader” in order to take into account the safety of road users and pedestrians, and not to obstruct traffic or affect the purpose allocated to the sites and public facilities, in addition to enhancing compliance with the municipal requirements regulating the activity.
He added that the updated requirements regulate the spatial, operational and technical aspects of the activity, and specify the requirements related to the locations of the activity, sales outlets and mobile vehicles, with the aim of providing a clear framework for the practitioners of the activity that takes into account safety requirements.
He pointed out that regulating the sites where the activity is practiced comes within the updated requirements for the "mobile trader," which aim to provide a suitable regulatory environment for practicing freelance work, regulating commercial activities, reducing random practices, and raising the level of compliance, in order to improve the urban environment and the urban landscape, stressing that the secretariats and municipalities are responsible for following up on the implementation of the requirements in the sites within the municipal control work.
The Ministry of Municipalities and Housing called for reporting observations and municipal violations related to the practice of the activity through the unified number (940) or through the “Baladi” application, which contributes to dealing with them quickly and maintaining the safety of roads and public facilities.
The Ministry of Municipalities and Housing had previously adopted the term “mobile trader” as an alternative to “street vendors”, as part of a package of updated requirements aimed at regulating the activity, enabling its practitioners and improving the urban landscape in Saudi cities.
