The Ministry of Municipalities and Housing announced the issuance of more than 38,000 occupancy certificates for buildings and facilities in various regions of the Kingdom during the first half of 2026, compared to about 25,000 certificates during the same period last year, an increase of more than 13,000 certificates, and a growth rate of 55 percent.

The ministry explained that the occupancy certificate represents one of the main stages in the construction and urban development cycle, and is issued after verifying that the building or facility has completed the approved technical, regulatory and municipal requirements and ensuring its readiness for use and operation in accordance with the applicable regulations.

She emphasized that the growth in the number of certificates issued coincided with the development of the municipal services system, raising the efficiency of procedures, and expanding the scope of digital services provided to beneficiaries, which contributed to accelerating the completion of requests and improving the beneficiary experience.

The ministry indicated that the occupancy certificate enhances compliance with municipal requirements and the Saudi building code, and supports the safety of buildings and their readiness for use, in addition to reducing visual distortion and ensuring that sites are free of construction debris, noting that the certificate is issued after the completion of construction and finishing works and verification of compliance with approved requirements.

It is worth mentioning that the procedures for obtaining an occupancy certificate begin with selecting a building permit through the "Baladi" platform, specifying the approved engineering office to complete the technical requirements and submit the engineering report, then reviewing the application and verifying the building on the ground by the municipality, before approving the certificate and issuing it electronically after paying the required fees.
