The Ministry of Municipalities and Housing won the silver award in the Stevie Awards for the Middle East and North Africa 2026, for its legal services portal "Sanad", in the category of excellence in innovation in artificial intelligence products and services – government sector, as part of its efforts to develop the portal and employ artificial intelligence technologies to raise the efficiency of government legal services.
The Stevie Awards are international awards that recognize achievements and innovations in the business, government, and institutional sectors. They include multiple competitive programs and tracks, and entries are evaluated by judging panels that include specialists and experts from around the world.
It is worth noting that the "Sanad" legal services portal is one of the products of the development plan for the legal systems and affairs system in the municipalities and housing sector. The plan included the development of several legal tracks related to governance and procedures, human resources, digital transformation, and artificial intelligence. "Sanad" includes many legal services, including (cases, work of expert committees, legislation, legal consultations, and legal forms), supported by several artificial intelligence applications, represented in:

“Sanad” serves more than 300 entities, and the number of beneficiaries exceeds 60,000 users from various government agencies. This has resulted in the building of central databases that contribute to raising the efficiency and speed of legal work, doubling productivity, enhancing the roles of supervisory bodies, in addition to enabling executive bodies to perform their roles.
This victory comes as part of the Ministry of Municipalities and Housing’s efforts to employ modern technologies and artificial intelligence to develop government work models, raise the efficiency of procedures, and enhance the quality of services and legal work.
