The Saudi Real Estate Refinance Company (SRC), one of the Public Investment Fund companies, announced the completion of pricing for the third issuance of international sukuk guaranteed by the Government of the Kingdom of Saudi Arabia, with a total value of US$2.750 billion, distributed over two tranches: the first with a value of US$1.250 billion with a maturity of 5.5 years and the second with a value of US$1.500 billion with a maturity of 10 years.

The issuance was met with widespread demand from regional and international investors, with subscription requests reaching 6.8 times the offering value, reflecting the strength of supply and demand for Saudi debt instruments and confirming the company’s position as a regular and reliable issuer in international markets.

The company also announced an increase in the size of its international sukuk program, listed on the London Stock Exchange’s International Securities Market ( ISM ) and backed by a government guarantee, from US$5 billion to US$10 billion.

On this occasion, His Excellency the Minister of Municipalities and Housing and Chairman of the Board of Directors of the Saudi Real Estate Refinance Company, Majid bin Abdullah Al-Hogail, said: “The success of the third international issuance reflects the firm global confidence in the strength of the Saudi economy and confirms the pivotal role of the company in enhancing liquidity in the real estate finance market and expanding the investor base. This success also embodies our commitment to supporting the objectives of Saudi Vision 2030 by enabling Saudi families to own their homes and developing the real estate finance system in a way that enhances social and economic stability.”

For his part, the CEO of the Saudi Real Estate Refinance Company, Mr. Majid bin Fahd Al-Abduljabbar, said: “We are pleased to complete the third pricing of the international sukuk, which reflects the attractiveness of Saudi debt instruments to global investors, expands the investor base and contributes to the development of the secondary market for real estate finance in the Kingdom.”

The company launched its international Sukuk program in February 2025 with a total value of US$5 billion, and successfully completed the first issuance under the program with a value of US$2 billion distributed over two tranches with maturities of 3 years and 10 years. During the same year, it also completed a second issuance with a value of US$2.5 billion over two tranches with maturities of 3.5 years and 10 years.

It is worth noting that the international sukuk program enjoys strong credit ratings from leading international rating agencies, including Moody’s ( A1 ) and Fitch ( A+ ), which enhances the company’s position as one of the most important enablers of the housing sector in the Kingdom.

The Saudi Real Estate Refinance Company (SRC) was established in 2017 by the Public Investment Fund (PIF) to develop the Kingdom's mortgage market, having obtained a license from the Saudi Central Bank. SRC plays a pivotal role in achieving the objectives of the housing program within Saudi Vision 2030 by providing liquidity to lenders, enabling them to offer diverse housing finance solutions to individuals, and working with partners to support the Kingdom's housing sector.
