Two months after the announcement of the second phase of the "White Lands" project in Riyadh: Owners of individual plots are obligated to pay the fees.

The White Land Fees Program confirmed that land subject to white land fees in the areas announced by the program and whose boundaries are shown on the electronic portal, with one deed that includes more than one owner, requires the payment of fees by all partners listed in the deed according to each partner’s share.

The program stressed the need for all owners of undeveloped land within the announced ranges to register their land on the electronic portal, pay the fees imposed on the land, or take the initiative to develop the land, or make it available as a real estate offering in the real estate market, according to the phase that is being implemented in the city. The program also takes into consideration landowners who are serious about developing their land in terms of assistance and support in development through providing partnerships and extending payment deadlines according to the procedures approved by the system.

Walid bin Jumaa Al-Obaidallah, Director General of the White Land Fees Program at the Ministry of Municipal and Rural Affairs and Housing, explained that the application of the system contributes to enhancing the supply of developed lands in a way that achieves a balance between supply and demand, providing residential lands at reasonable prices, protecting fair competition and reducing monopolistic practices. He emphasized the program’s endeavor to incentivize landowners to develop and benefit from their lands, and to exempt landowners from the fee if they develop the white land. This came during the introductory meeting that the program implemented in cooperation with the Federation of Saudi Chambers and the Tabuk Chamber.

Al-Obaidallah added: “We announced the start of the second phase of the white land fees in Riyadh on December 15th, two months ago, and there are about 120 days left until the end of the legal deadline for registration. We expect the second phase to be implemented in other cities in the Kingdom.”

It is worth mentioning that the White Land Program announced the start of the second phase of fees in the city of Riyadh to increase the supply of developed land in order to achieve a balance between supply and demand, and to provide residential land at reasonable prices. The first phase also recorded the disbursement of more than two billion riyals from the revenues of the fees to develop the infrastructure, and to deliver services to more than (80) residential projects.
