The Ministry of Municipality and Housing continues to qualify private sector facilities through the City Services Operators Classification Service.

 

The Ministry of Municipal and Rural Affairs and Housing continues its efforts to support and qualify private sector establishments and improve them by meeting the minimum technical, financial, administrative and executive standards for providing services in the Kingdom’s cities, through the launch of the City Services Operators Classification Service.

The service aims to raise the level of service-providing establishments in the Kingdom by improving economic aspects. One of the most important objectives of the classification is to ensure the provision of stable establishments that support the economy and develop the Kingdom’s cities in line with Saudi Vision 2030. The classification works to qualify establishments and increase their competitiveness to implement government projects in the same field and at the same required level.

The service also aims to increase job opportunities for citizens by meeting the technical standards of establishments wishing to be classified, such as the percentage of engineers and technicians within the establishment, in addition to localization rates, the percentage of female employment, years of experience of employees, high average wages, and other standards. The establishment applying for classification must meet the necessary requirements to obtain the desired classification level. The greater the number and efficiency of the human resources, the higher the classification level the establishment obtains. In addition, it confirms the standards of employee quality, as the classification obliges establishments to work in the same field of classification and according to the level issued to it. It also contributes to creating a database of classified establishments that can be referred to, as determining the field and level of classification helps to create greater competition among classified establishments to provide the service, and ensures the provision of high quality services to beneficiaries in the cities of the Kingdom.

The “City Services Operators Classification” service is one of the key indicators for determining the specialization of establishments and their capabilities in terms of financial, technical, administrative and executive aspects, and those wishing to apply and compete for government projects, in order to achieve high-quality sustainable performance while ensuring continuous improvement by covering cities with high-quality and efficient public facilities and infrastructure, in order to achieve the goals of the vision in facilitating business practices, raising the level of services provided, developing the digital economy and enhancing the effectiveness of financial planning and the efficiency of government spending.

The ministry made it possible to issue a classification certificate for city service operators through the “Baladi” platform, provided that the following conditions are met: (credit assessment, which includes the existence of approved financial statements for the establishment – technical assessment, which includes the existence of engineering and technical staff with competence and experience).

The classification certificate for city service operators through the "Baladi" platform includes many sectors, including: (construction and building, engineering consulting companies and offices, operation, maintenance and services, communications and information technology, food and catering, conferences, exhibitions and real estate development), with a total of (497) activities that conform to the National Guide for Economic Activities ( ISIC4 ).

The city service operators classification service comes as part of the ministry’s ongoing efforts to develop all services across its various sectors in order to increase customer satisfaction in the Kingdom’s cities and raise the quality of life.
