The Ministry of Municipalities and Housing has issued the Comprehensive Regulatory Guide for Civil Infrastructure Works, which aims to address challenges affecting the urban landscape and enhance the efficiency of infrastructure project execution. The guide is part of the Ministry's efforts to improve the quality of infrastructure services in cities across the Kingdom and reduce visual distortion.

The guide focuses on procedural and technical aspects related to services provided by the Ministry through the Unified Digital Platform for Infrastructure (Nassiq), across all regions of the Kingdom. It includes the mechanism for obtaining infrastructure and excavation services, in addition to governance procedures and clarification of responsibilities among the various partner entities involved in implementing infrastructure works, as well as the introduction of modern monitoring methods to improve work quality.

The Ministry developed the guide in coordination with relevant entities such as the Saudi Electricity Company, National Water Company, telecommunications service providers in the Kingdom, and others. The guide sets the minimum requirements necessary to ensure that street excavation infrastructure services are implemented with high quality across all cities in the Kingdom, in line with the best global standards and regulations.

The guide outlines the procedures for excavation works, including the main implementation steps such as planning, issuing excavation permits, execution, monitoring excavation quality, closure, and project completion. It also details execution requirements, inspection and qualification standards, and general provisions.

It is worth noting that the Riyadh Region is excluded from the scope of this comprehensive guide, as its regulatory framework falls under the Riyadh Infrastructure Projects Center (RIPC), established by Ministerial Resolution No. 902.
