The guide sets the minimum requirements necessary to ensure that street excavation infrastructure services are implemented with high quality across all cities in the Kingdom, in line with the best global standards and regulations.
The guide outlines the procedures for excavation works, including the main implementation steps such as planning, issuing excavation permits, execution, monitoring excavation quality, closure, and project completion. It also details execution requirements, inspection and qualification standards, and general provisions.
It is worth noting that the Riyadh Region is excluded from the scope of this comprehensive guide, as its regulatory framework falls under the Riyadh Infrastructure Projects Center (RIPC), established by Ministerial Resolution No. 902.
