The Ministry of Municipalities and Housing has launched the “Qualification Requirements and Standards for Urban Services Operators” in its first phase, aiming to unify qualification standards for municipal services, enhance the quality of provided services, and automate processes, as part of efforts to achieve the goals of Vision 2030.

The first phase of the service includes the qualification of engineering offices for:

(Issuance of construction permits, issuance of commercial licenses, supervision of construction permit issuance, supervision of excavation works, issuance of collective housing licenses for individuals).

The Ministry seeks to regulate the work of engineering offices and municipal service providers by enabling qualified offices to showcase their projects and experience through Balady Aamal platform, which will be available to all beneficiaries. The goal is to enhance fair competition among all categories of qualified engineering offices based on: (qualification level and the type of projects the entity is authorized to work on), thereby increasing trust in qualified engineering offices and improving the quality of services provided to beneficiaries.

The Ministry has invited classified engineering offices and consulting firms to apply for qualification through Balady Aamal platform during the correction period, which begins with the launch of the service in February 2025 and continues until the end of July 2025, in order to ensure the continuity of their operations and enable them to provide their services to beneficiaries via the platform.
