- Approval of the Contractor Classification Mechanism Guide in the Construction Sector for GCC Countries – Second Edition 2024
The Ministers of Municipal Affairs of the Gulf Cooperation Council (GCC) Countries have approved the second edition of the "Contractor Classification Mechanism Guide in the Construction Sector for GCC Countries – 2024 Edition" as a unified reference guide to be adopted across the member states. This step aims to strengthen the efforts of Gulf integration in organizing the construction sector and expanding participation in major projects.
The Ministry of Municipalities and Housing explained that the adoption of this guide reflects the commitment of the Kingdom and GCC countries to joint Gulf cooperation. It supports the contracting sector and enables it to compete for executing vital projects in the region. The Ministry urged contracting companies to review the guide’s content to benefit from its standards and requirements and enhance their readiness to compete for upcoming projects.
The Guide aims to standardize contractor classification mechanisms and criteria across GCC Countries by defining classification levels, requirements for each level, and the necessary technical and administrative documents. It also includes performance evaluation indicators and financial and technical competency metrics. This contributes to enhancing competitiveness, ensuring fairness and transparency, and improving the quality of project execution, especially given the increasing size and scope of development and infrastructure projects in the region.
The Guide is one of the initiatives designed to stimulate the participation of local and regional contracting firms in construction opportunities, preparing them to meet the required standards for executing specialized projects that demand high levels of technical and organizational commitment. Additionally, it emphasizes the importance of establishing a unified database of classified contractors within GCC Countries to facilitate information exchange among relevant authorities and enhance the efficiency of project execution.
