The program explained that this achievement is an extension of the development of the smart monitoring system recently announced by the Ministry of Municipalities and Housing, indicating that it operates with an accuracy exceeding 85% in automatically identifying buildings and vacant land, which enhances the efficiency of real-time monitoring and field oversight, and contributes to reducing attempts to circumvent or bypass the system. .

The program called on all landowners whose properties fall within the areas subject to the system to register via the electronic platform before October 30, 2025, in order to avoid fines and benefit from the system's convenient digital services. It emphasized that the system will begin imposing fines on unregistered lands in the coming period, which may reach 100% of the basic fee. .

The program also noted that the land uses to which the system applies in the city of Riyadh include residential, residential-commercial, and commercial lands. Registration is required for all lands located within the specified area in all its segments. The system stated that starting development and construction does not exempt one from registering the land unless proof is provided that the construction has been completed in accordance with the approved regulatory requirements.

The program emphasized that the owner is responsible for paying any fees or fines unless someone acting on their behalf makes the payment. It clarified that the system stipulates penalties for violators, not exceeding the amount of the outstanding fee, without exempting them from the obligation to pay. The program also noted that the system allows the owner, or someone acting on their behalf, to appeal decisions regarding subjection or assessment within 60 days of notification, through official channels and according to the mechanisms specified in the executive regulations. .

Owners and developers can benefit from the services of the "Etmam" center to expedite the approval of plans and the issuance of licenses, which facilitates development processes and increases the efficiency of real estate investment. .

It is worth noting that the new system for white lands and vacant properties includes 15 regulatory articles that include basic definitions, details of annual fees and application mechanisms. It also grants the Ministry the authority to determine urban zones and areas subject to fees, provided that the land area or the total land area included is not less than 5,000 m2, in accordance with what was stipulated in the executive regulations of the system.
