The Ministry of Municipalities and Housing, represented by the White Land and Vacant Properties Fees Program, announced today, Thursday, the commencement of issuing more than 60,000 invoices for white land fees in the city of Riyadh, in line with the directives of His Royal Highness the Crown Prince – may God protect him – aimed at regulating the real estate market and achieving a balance between supply and demand.

The ministry explained that the issuance of invoices came in implementation of the provisions of the White Land and Vacant Properties Fees System and the Executive Regulations for White Land Fees, after completing all regulatory and technical procedures, and based on the approved geographical areas for applying the fees, and in accordance with the segments specified in the Executive Regulations, stressing that the application is carried out in accordance with clear controls and regulatory standards that achieve fairness and transparency.

She explained that the system allows taxpayers to benefit from the payment deadlines provided to those serious about developing their lands, according to specific technical controls, as requests for additional development periods are considered through the competent committees, noting that completing the development within the regular periods contributes to reducing the financial burdens resulting from the land.

She emphasized that the system guarantees the taxpayer’s right to object to the fee invoice before the competent committee within sixty days from the date he is notified of the decision, provided that the committee decides on the objection within a period not exceeding sixty days from the date of its submission to it, in accordance with the specified procedures and mechanisms.

The ministry called on landowners within the areas subject to the system to review the details of the invoices issued through the White Land and Vacant Properties Fees Portal, and to take advantage of the available services that contribute to accelerating development procedures.

The ministry added that the Developers Services Center Etmam” provides direct support to owners of undeveloped land who wish to develop their land, by facilitating and expediting licensing and approval procedures, and coordinating with government agencies and service providers, in order to enable owners to complete their projects within the approved regulatory frameworks.
