The Ministry of Municipalities and Housing is organizing Baladiyathon 2026, a national hackathon aimed at attracting innovators, developers, entrepreneurs, researchers, and those interested in modern technologies to develop innovative solutions that address priority challenges in the municipal and housing sector.
The hackathon comes within the framework of supporting the targets of Saudi Vision 2030, by promoting a culture of innovation, empowering national talent, and leveraging emerging technologies, artificial intelligence, and data to build practical solutions that contribute to improving the quality of municipal services, enhancing operational efficiency, and achieving smarter, more sustainable cities.join us

Hackathon Objectives

Driving a transformative shift in municipal services by adopting innovative digital solutions with measurable, tangible impact that enhance municipal operational efficiency, improve the beneficiary experience, and empower data-driven decision-making, in alignment with Saudi Vision 2030 and the Quality of Life Program.

Innovation Objectives

  • Foster a culture of innovation across the municipal and housing sectors while empowering national talent.
  • Leverage emerging technologies such as Artificial Intelligence (AI), predictive analytics, and simulation to develop smarter, more resilient cities.

Challenges

Challenge 1: Simulating Compliance with Professional and Structural

Requirements for Commercial Activities This challenge aims to develop a smart digital solution that enables investors and facility owners to verify whether commercial activities comply with professional, structural, and municipal requirements before applying for licenses. The solution contributes to reducing errors, accelerating licensing procedures, improving the investor experience, and raising the level of compliance with municipal regulations.

Challenge 2: Proactive Digital Inspection (AI Pre-Inspector)

This challenge focuses on innovating solutions that rely on artificial intelligence and data analysis to predict potential violations before they occur, and to support inspectors with smart tools that help prioritize field visits and improve the efficiency of monitoring and inspection operations, thereby raising compliance, reducing violations, and enhancing the quality of municipal services.

Challenge 3: Impact of Infrastructure Projects on Traffic Flow on Main Roads and Neighborhoods

This challenge aims to develop technical solutions that help analyze and measure the impact of infrastructure projects, excavation works, and maintenance on traffic flow, while providing insights and recommendations that support decision-making — such as suggesting alternative routes, predicting congestion levels, and improving traffic management during project execution — in order to minimize the impact on residents and raise the efficiency of mobility within cities

Projects will be evaluated according to the following criteria:
  • The extent to which the solution addresses the proposed challenge
  • Level of innovation and creativity
  • Feasibility and implementability
  • Expected impact and sustainability of the solution
  • Quality of the prototype
  • Quality of the presentation and team performance
