The Ministry of Municipality and Housing and the Ministry of Human Resources agree to adopt the professional license and professional examination certificate for both parties.

The Ministry of Municipal and Rural Affairs and Housing signed a joint cooperation agreement with the Ministry of Human Resources and Social Development, with the aim of approving the professional license and professional examination certificate at the two ministries, in the presence of the Head of the Municipal Services and Infrastructure Sector and Supervisor of the Agency for Regulating City Operators at the Ministry of Municipal and Rural Affairs and Housing, Dr. Ahmed Qattan, and the Undersecretary of the Ministry of Human Resources and Social Development for International Affairs, Dr. Adnan Al-Nuaim.

This agreement stems from the principle of cooperation between government sectors through building strategic partnerships to achieve common interests. It aims to enhance cooperation and find the best ways to improve services provided in Saudi cities by maximizing the benefit of obtaining a professional license and professional examination in a number of commercial activities supervised by the municipal sector, by verifying the existence of the required academic qualification, experience and skill among workers to carry out the work assigned to them.

The Ministry of Municipal and Rural Affairs and Housing was represented in signing the agreement by the Director General of Business Quality, Engineer Saleh bin Ahmed Al-Zahrani, and on the side of the Ministry of Human Resources and Social Development by the Director of the Professional Accreditation Program, Saad bin Abdullah Al-Aqeel.

The two parties agreed to adopt the professional licenses issued by the Ministry of Municipal and Rural Affairs and Housing as a regulatory document by which the worker is granted a professional examination certificate from the Ministry of Human Resources and Social Development without the need to conduct a test, and to adopt the professional examination certificate issued by the Ministry of Human Resources and Social Development as a regulatory document by which the professional license is issued.

The two parties also agreed to establish a technical link through which data on workers licensed as craftsmen on the “Baladi” platform and workers who have obtained a professional examination certificate on the “Qiwa” platform will be shared, enabling the beneficiary to choose the path through which he wishes to license his workers, whether through craft licensing on the “Baladi” platform or professional examination through the “Qiwa” platform.

The agreement addresses the duplication in 81 professions that cross over between the professional examination program and the craft licensing service, where it was agreed that workers who have an educational qualification of a diploma degree in these professions will be granted a professional examination certificate for one year only without the need to take the professional examination test, provided that the worker is required to take the professional examination test and obtain the professional examination certificate in the following year.
