MOMRAH launches the Project of Requirements Development Committees to improve activities and sectors and enhance beneficiaries’ satisfaction

The Ministry of Municipal Rural Affairs and Housing launched the project of requirements development committees, as an initiative to involve the private sector in the stages of developing municipal policies and legislation. The project aims to facilitate business, promote activities and sectors, as well as enable the private sector to achieve the goals of Vision 2030. In addition, the project seeks to enhance beneficiaries’ satisfaction and increase their compliance rate, as well as unify efforts between MOMRAH and the private sector to address challenges and enhance its participation in the development of municipal requirements and legislation.

The project includes 14 sectoral committees and more than 50 subcommittees, which will facilitate business, and improve the attractiveness of various activities and sectors. They will also open permanent and effective channels of communication with partners in the private sector to review and develop over 40 requirements. The project as well will seek to actively engage the private sector in the process of municipal requirements development as the early stage of municipal requirements review which will be concluded by offering such requirements for review by the private sector on Public Consultation platform “Istitlaa”.

The committees established by MOMRAH work to ensure their alignment with the aspirations of the private sector. These committees include Food Sector Committee, Vehicles Sector Committee, Construction Sector Committee, Sports and Entertainment Sector Committee, Tourism Accommodation Sector Committee, Trade and Retail Sector Committee, Agriculture and Animal Wealth Sector Committee, Transportation and Logistics Sector Committee, Craft and Vocational Sector Committee, Professional Buildings Sector Committee, Primary Health Care Sector Committee, Environmental Sector Committee, Industrial Sector Committee, and Personal Care and Relaxation Committee.

The tasks of these committees are centered around evaluating the current state of municipal regulations, studying their impact, and providing feedback on their development to enhance business practices, if necessary. They also identify opportunities, challenges, and obstacles, in addition to providing recommendations and solutions. They aim to promote integration within the business sector they represent and with other related sectors. This collaboration helps identify opportunities, provide appropriate recommendations, and support cooperation and integration between MOMRAH and the private sector to achieve the goals of MOMRAH critical to achieving Vision 2030.

Mohammed bin Ibrahim Al-Mulhim, the General Supervisor of the Deputy Ministry for Licensing and Compliance, emphasized MOMRAH’s commitment to listening to the private sector and considering everyone's opinions. This is achieved by providing opportunities to attend workshops organized by MOMRAH to develop regulations and legislations, respond to sector requirements, stimulate its growth, create new competitive opportunities, and elevate various industries.

Al-Mulhim added, "Our role with the private sector as partners and a working team is not only to develop updated regulations but also, as our responsibility, to elevate different sectors by involving them in the development of regulations and practices before the official implementation, and to create an attractive and integrated legislative environment and effective and fruitful partnerships."

It is worth mentioning that the project's outputs include conducting a comprehensive analysis of the current situation and existing challenges, in-depth study of the labor market, measuring the impact of implementing the new regulations, and preparing specialized training methodologies and modules for practitioners and inspectors. Developing an effective human resources strategy is also part of the project. This project is an important step towards achieving sustainable development that reflects MOMRAH’s emphasis on collaborative work and continuous innovation to achieve its objectives.
