"Mullak": The number of accredited associations grew by 39% in 2022 compared to last year.

The “Mullak” program announced that it recorded a remarkable growth in the number of approved associations by 39% during the year 2022 compared to the same period last year, exceeding 504 associations in the last quarter of this year, while the number of activated associations during this year increased by 1154 associations during the last quarter of the year, confirming the interest of owners and residents of jointly owned units in establishing associations, approving them, activating their roles and carrying out their work.

This reflects the efforts made to raise the level of the real estate sector, spread the culture of coexistence, and preserve the rights of owners and occupants of jointly owned real estate units, to raise the efficiency of the market, and raise the rate of ownership in accordance with the objectives of the Housing Program - one of the programs of the Kingdom’s Vision 2030.

The program explained that the increase in the number of approved associations that have a basic system from the General Authority for Real Estate for guidance regarding the affairs of the association, the distribution of roles among members, and the appointment of a president for the association to carry out the tasks assigned to him, came within the framework of facilitating the procedures for registering, activating and approving the joint property owners’ units electronically, in addition to addressing the challenges facing some associations, which was reflected in the willingness of residents of jointly owned units to establish new associations and have them approved by the program.

For his part, the director of the Owners Program, Abdulrahman Al-Rais, confirmed that the total number of approved associations since the launch of the program has reached approximately 9,000 associations, and more than 4,000 associations have been activated. He explained that the owners' associations for off-plan sales projects, which require obtaining the necessary approvals to establish the associations and appointing the real estate developer as the head of the association, registered 879 approved associations, while 783 associations were activated during the year 2022.

Al-Rais added that, within the framework of supporting and empowering associations and facilitating their activation, with regard to nomination and voting for the property manager and proposing subscription amounts, the “Mullak” program facilitated the activation of struggling associations whose members face difficulty in activating them by proposing subscription amounts for the association and proposing the property manager. This is to activate the association and support it to carry out its work with high quality, which contributes to preserving the rights of owners and creates a sustainable coexistence environment, as owners can vote on changing the subscription amount according to the property’s needs, and re-elect the property manager in coordination with the head of the association to call for a general assembly in which owners vote on decisions.

It is worth mentioning that, as part of the program’s commitment to keeping pace with developments in the real estate sector and meeting its needs, it previously launched the “Inquiry” service, which enables prospective homebuyers to inquire about whether or not the unit is registered in the Owners Association using the unit’s deed number.
