"Wafi": Exempting off-plan property transactions from real estate transaction tax is an incentive for investment in the sector.

The Off-Plan Sales and Leasing Committee (Wafi) explained that the amendments made by the Zakat, Tax and Customs Authority to the executive regulations for real estate transactions, with the exception of the disposal of real estate for units in off-plan sales projects, will have a significant impact on stimulating investment in the real estate sector, increasing the supply of housing units, and reducing the costs of property ownership for Saudi families.

For his part, the Secretary-General of the Off-Plan Sales and Leasing Committee, Naif bin Nawaf Al-Sharif, explained that the amendment to the executive regulations for the real estate transaction tax for off-plan sales projects came as a result of joint cooperation with the Zakat and Tax Authority, Customs and “Wafi”, and in line with the requirements of the real estate market and its directions to align supply and demand. This amendment excluded the disposal of the property by any person to a real estate developer licensed to practice off-plan sales or leasing activities, provided that the property is allocated to one of the off-plan sales projects.

He added: “Excluding real estate transactions for off-plan sales projects will encourage landowners and developers to partner successfully to develop projects using the off-plan sales system and benefit from its advantages; this will enhance the supply of housing units and the variety of options in the real estate market, and reduce the costs of homeownership for Saudi families.”

It is worth mentioning that “Wafi” and the White Land Program launched - earlier - a new mechanism to accelerate the pace of land development through a path that enables its owners to approve private residential land subdivision plans within (60) days, with the aim of increasing the supply of residential real estate and raising the ownership rate to 70% by the year 2030, according to the objectives of the Housing Program - one of the programs of the Kingdom’s Vision 2030 -.
