"White Lands": Issuance of fees for the sixth session of the Dammam metropolitan area

The “White Lands” program has issued its fees for the sixth cycle in the first phase for the Dammam metropolitan area for the year 1443-1444 AH, calling on the owners of the lands concerned to take the initiative to develop their lands or pay within one year from the date of issuing the decision.

The program stressed the importance of payment within the specified period, to avoid penalties of up to 100% of the fee value, in addition to paying the fees due. The program announced the billing of the sixth cycle for the cities of Riyadh and Jeddah last month. The second phase of fees was implemented concurrently with the implementation of the first phase in more than 140 neighborhoods in the city of Riyadh, according to the map and scope approved in mid-December 2021, as there are 84 days left until the end of the regular registration deadline.

The White Land Fees Regulations were amended to include three implementation phases. The first phase includes undeveloped lands with an area of (10) thousand m2 or more, located within the scope determined by the Ministry. The second phase includes developed lands with an area of (10) thousand m2 or more, and developed lands for one owner with areas of (10) thousand m2 or more in one plan within the specified urban scope. The third phase includes developed lands with an area of 5,000 m2 or more, and the total developed lands for one owner with areas of 10,000 m2 or more in one city within the scope determined by the Ministry.

The amendments also included the possibility of applying more than one phase in one city, in addition to the Ministry conducting a periodic review of the situation in any city to decide on applying the fees on the lands in it, or suspending the application, or applying one or more phases to bypass a certain phase and move to the next phase in the same city, in addition to the issuance of a generous royal order in August 2020 stipulating that invoices for white land fees are considered contracts, privileges, and penal documents according to the State Revenue System.
