The Ministry of Municipalities and Housing revealed that more than 54,000 Saudi families have benefited from housing support programs during the first half of 2025, as part of its ongoing efforts to achieve the objectives of the Housing Program—one of Vision 2030 programs—aiming to raise the homeownership rate to 70% by 2030.

In a press release today, the Ministry stated that over 48,000 Saudi families moved into their homes during the first six months of 2025. The subsidized real estate financing program also witnessed significant growth, with over 27,000 subsidized loans signed for low-income beneficiaries during the first half of the year, exceeding the mid-year target by 63%. Additionally, approximately 3,800 families benefiting from social security were served through the developmental housing pathways.

Beneficiary satisfaction reached 90%, surpassing the annual target of 80%, while maintaining an average complaint resolution time of no more than 1.5 business days, reflecting the efficiency of the digital infrastructure and the seamless beneficiary journey.

The Ministry pointed out that these achievements coincided with the approval of five regulatory amendments to the Housing Support Regulations by the Council of Ministers, aiming to expand the pool of eligible beneficiaries, enhance eligibility criteria, and increase flexibility in product distribution in line with social and demographic shifts.

The Ministry affirmed that these accomplishments reflect the maturity of the housing support ecosystem and the accelerating impact of financing and regulatory policies, in line with the Housing Program's objective—one of the Vision 2030 programs—to reach a 70% homeownership rate among Saudi families by 2030. The homeownership rate had already reached 65.4% by the end of last year.
