In implementation of the directives of His Royal Highness Prince Mohammed bin Salman bin Abdulaziz Al Saud, Crown Prince and Prime Minister – may God protect him – to achieve balance in the real estate market, the Ministry of Municipalities and Housing announced the geographic fee zones subject to the IdleLand Fees in Riyadh. This pivotal step aims to enhance transparency, enable landowners and developers to understand their obligations, and incentivize the development of lands within the urban boundary.

The Ministry explained in its press statement today that the geographic zones were determined based on an in-depth study of urban development priorities in the capital, dividing them into five tiers designed to direct development toward the areas most in need.

Annual fees will be applied at a rate of 10% on lands falling within the top-priority tier, 7.5% for the high-priority tier, 5% for the medium-priority tier, and 2.5% for the low-priority tier. In addition, there is a tier outside the priority scope that is not subject to fees, but is counted as part of the total idle lands owned by the taxpayer within the city boundary.

The Ministry confirmed that the regulation ensures the continued effectiveness of the fees through annual reviews of the situation in any city or geographic zone. This review includes assessing real estate supply, price indicators, and anti-competitive practices, based on which the decision is made to continue, adjust, or suspend fee application to ensure achievement of the intended objectives.

The Ministry urged all landowners whose properties fall within the announced zones to register their lands within the 60-day statutory period via the program’s electronic portal, to avoid fines for non-registration that may reach up to 100% of the fee value. Landowners and developers can benefit from the services of the “Etmam” Center to accelerate plan approvals and licensing processes, thereby facilitating development and enhancing real estate investment efficiency.

The Ministry also noted that all revenues collected from the fees will be fully allocated to support housing projects, thereby contributing to increasing the supply of housing units for citizens.
