Qualification of 1,367 Real Estate Developers through the “Etmam” Center during Q1 2025
The Developer Services Center “Etmam”, affiliated with the Ministry of Municipalities and Housing, announced the qualification of 1,367 real estate developers during the first half of 2025 — a step that reflects the growing confidence in the adopted regulatory and professional framework and the expanding base of beneficiaries of the center’s services.
The Center stated in its mid-year report that the total number of services completed through Etmam reached 1,757, while the approved area via “Balady” platform exceeded 2.75 million m², contributing to accelerating the pace of approvals and expanding the scale of real estate projects across various regions of the Kingdom.
During the same period, the Center also implemented a package of specialized services that included 95 requests for infrastructure approvals in coordination with the Communications, Space & Technology Commission, 43 requests for infrastructure handovers to developers, and 48 transactions related to the annotation and removal of annotation on real estate deeds — all within a process that aligns with the quality standards of judicial and engineering services provided through Etmam.
Etmam is considered one of the Ministry’s vital operational arms in the real estate sector, as it offers integrated services that include license issuance, design review, master plan approvals, off-plan sales services, judicial and engineering services, as well as developer qualification services. The center operates under a flexible operating model aimed at creating a stimulating real estate environment aligned with the objectives of Vision 2030.
