The Ministry of Municipalities and Housing has adopted regulatory requirements for tobacco product retail outlets, with the aim of promoting public health, ensuring compliance with relevant regulations, and creating a regulated and safe commercial environment in various cities across the Kingdom. .

The ministry clarified that the requirements apply to all shops selling tobacco products and accessories, including cigarettes, shisha tobacco, and electronic cigarettes. It noted that obtaining a license requires a valid commercial registration, approval from the Civil Defense, and full compliance with the municipal licensing procedures and their implementing regulations. .

She explained that the requirements included spatial requirements, most notably that the shop be located within a commercial building within the urban area, and that it be at least 500 meters away from mosques and schools. The minimum area of the shop was set at 36 square meters, with special requirements applied to each municipality according to the street width and site classification. .

Investors were obligated to comply with technical and architectural requirements, including designing facades in accordance with the urban code or Saudi architectural design guidelines, providing accessible ramps for people with disabilities, installing alarm and fire suppression systems, and applying the Saudi building code in ventilation, air conditioning, lighting, and fire protection works. .

She emphasized the necessity of adhering to the technical standards stipulated in the regulations, which include prohibiting the mixing or repackaging of products or their sale in unapproved packaging, requiring shops to provide proof of the product's supplier, banning the sale of tobacco products to those under 18 years of age, prohibiting the use of public sidewalks outside the shop's premises, providing internal and external surveillance cameras, maintaining general cleanliness, ensuring safe waste disposal, and offering electronic payment options. .

The ministry stressed the importance of placing warning signs inside shops that include awareness messages about the dangers of smoking, in addition to displaying a QR code. (QR)linked to licensing and regulatory data; thus ensuring transparency and ease of verification, noting that the requirements prohibit the promotion of tobacco products or offering them as rewards or free samples, and prevent the sale of single cigarettes or products that do not conform to the standard specifications approved by the Food and Drug Authority. .

Municipal authorities are monitoring the implementation of these requirements on the ground, while applying the penalties regulations against violating establishments, within the framework of strengthening oversight, raising operational efficiency, and ensuring compliance with approved regulations, thus contributing to creating a more compliant and higher-quality urban environment. .
