The Minister of Municipalities and Housing reviews the achievements of 2025 and future plans at the Saudi Budget Forum 2026

Today, His Excellency the Minister of Municipalities and Housing, Mr. Majid bin Abdullah Al-Hogail, participated in the Saudi Budget Forum 2026, in a dialogue session entitled “Infrastructure Development Initiatives and Their Impact on the National Economy and Quality of Life,” during which he reviewed the most prominent achievements of the housing and municipalities system and its plans for next year, beginning his speech by congratulating the leadership and the people on the occasion of the budget of goodness and giving, stressing that His Highness the Crown Prince – may God protect him – gave priority to the citizen in this budget.

His Excellency explained that the housing system continued to strengthen its presence in empowering Saudi families, as more than 1.2 million families benefited from housing support programs, while 920,000 families moved into their homes since the program was launched. The percentage of citizens owning homes reached 65.4% by the end of 2024, with a plan to reach 66% in 2026 and sign 100,000 new housing contracts.

His Excellency pointed out that the volume of housing finance in the Kingdom reached 938 billion riyals by the end of the third quarter of 2025, in addition to the continued injection of housing projects through the provision of 107,000 units and developed land in 2025, and the injection of 80,000 new units in 2026 to enhance the real estate supply and achieve the required balance in prices, indicating that the developmental housing programs enabled more than 50,000 families to own their homes, with the provision of 20,000 new rental units in 2026.

On the infrastructure side, His Excellency affirmed the success of the municipal sector in reducing stalled projects to only 4% during 2025, with the aim of achieving “zero stalled projects” during 2026. 1,732 km of urban roads were also rehabilitated, and access to vital facilities was increased to be within 800 meters for more than 73% of the population.

His Excellency stated that digital transformation has become an essential part of the system’s work; as “My Country’s Lens” has expanded to reach 95% coverage and will handle 1.2 million reports and process 14 million images in 2025, while reducing violations to less than 90 violations per km². He added that the Ministry aims to provide 2.4 million working hours through artificial intelligence solutions in 2026, and raise the adoption of smart technologies to reach 30% of operations.

His Excellency pointed to the launch of a unified digital system for construction licenses in 2026 that links the design, implementation and follow-up stages, in addition to unifying policies and standards through the "National Inspection Center" to reach regulatory coverage that includes 100% of high-risk food and construction activities.

His Excellency affirmed the continued development of the urban landscape through the addition of 2.5 million m² of parks and green spaces in 2025, updating urban requirements to implement 19 Saudi architectural styles in 9 cities, and supporting sustainability and smart city initiatives implemented by the Ministry in 2026.

His Excellency Al-Haqil concluded his participation by emphasizing that these initiatives come within the framework of enhancing the quality of life, supporting the objectives of Saudi Vision 2030, and stimulating the public and private sectors to expand partnership in housing and infrastructure projects, thereby raising the efficiency of services and achieving wider options for citizens.
