Open the mobile app. Select the Apps menu → Individual Municipal Apps Select Certified Observer. Sign in via National Single Sign-On (Nafath) or Balady Account. Start the service → Select the municipality. Fill in the Certified Observer application details and submit the request. Complete the training at Balady Academy. Issue a Freelance Certificate (optional).
