An electronic service available on the Balady platform that allows individuals to start their business by issuing a mobile cart license without the need for a commercial registration or visiting the authority.Once the mobile cart license is issued, the Freelance Work Certificate will also be automatically issued.

Review the list of regulatory requirements and governmental approvals based on the business type.
Review the executive instructions for the list of fines and penalties for municipal violations
1. Must be a Saudi national.
2. Must be 18 years old or older.
3. Must not be a government employee.
4. Must not be on the municipal suspension list.
5. Must not belong to restricted tribes as per regulations.
6. Must not already hold a mobile cart license.
7. Must not hold a retail outlet license.
8. Must not hold a commercial license.
