Realizing integration of municipal sector’s spatial data infrastructure

Due to lack of a unified mechanism for collecting spatial data, updating the roadmap, disseminating and exchanging spatial information and services, this initiative was launched with an aim to govern the spital, realize integration between the municipal sector entities in collecting spatial data, updating the roadmap, disseminating and exchanging spatial information and services. The initiative targets all municipal sector entities concerned with spatial data.   The initiative helps increase efficiency of urban planning to support objectives of the urban landscape. Expected Impact: Effective governance for managing and disseminating spatial data in the municipal sector and minimizing duplication. Outputs: A spatial data governance framework and a regulatory and operational model for GIS management.

    Updating and implementing the National Urban Strategy as per best international practices

    The initiative aims to update and activate the current National Urban Strategy in order to lead, stimulate and direct urban development at the national level, and to set strategic plans at the regional and local levels for six regions and six cities. Part I of the initiative targets all entities concerned with the municipal sector, and Part II targets residents of the six regions and cities. The initiative helps improve the urban landscape through activation and implementation of the National Urban Strategy 2030. Expected Impact: Improving the urban landscape and citizens’ standard of living, maximizing the economic, social, cultural and environmental benefits and value of comparative advantages, launching investment projects to improve the economic base and increasing reverse migration. Outputs: Strategic plans for six regions; detailed strategic schemes for six cities; keeping abreast of the recent urban planning developments and transformations; and realizing sustainable development for all regions and cities of the Kingdom of Saudi Arabia.

      Applying smart city concepts in five major cities

      The initiative aims to set and implement general directions, national policies and standards for the Saudi smart cities as well as strategies for the five major cities (the Holy Capital, Riyadh, Madinah, Jeddah and Dammam Metropolitan Area) to be transformed into smart cities. The initiative intends to realize highly-efficient management for cities, increase quality of life in the Saudi cities, improve access to services, draw direct investments to the Saudi cities, increase their competitive level, and create job opportunities for the citizens.

        Developing urban observatories for following up urban landscape improvement

        The initiative seeks to develop urban observatories, govern their performance, and create an urban database due to lack of data sources that help produce and analyze indicators to support decision makers in directing development and its policies. The initiative targets all residents of the target cities and all service sectors. The initiative helps improve the urban landscape in the Saudi cities by providing urban data that helps in decision-making process. Expected Impact: Regulating work, sustainability and development of the integrated system consisting of the National Urban Observatory (NUO) and other observatories in the Saudi cities that feed NUO. Outputs: Establishment of NUO, a comprehensive integrated information system for urban observatories; and operation of urban observatories (3 observatories).

          Developing national urban planning regulations and standards

          This initiative aims to set a unified urban planning code for the Kingdom of Saudi Arabia in order to update the regulations and regulatory decisions to address the current multiplicity. The initiative targets the municipal sector and development partners. The initiative effectively contributes to directing the urban development in the Kingdom, as well as to alignment and sustainability of its national, regional and local strategies and plans, thereby ensuring improvement of the urban landscape of the six cities. Expected Impact: Establishing a fundamental framework for the legislation and code of the planning and management of cities and municipalities, taking into account the economic, social, environmental and political conditions and their impact on the national urban development in order to strengthen the sense of national identity. Outputs: Preparing a general policy document for the proposed national urban planning code, formulating provisions of this code, and updating the Saudi cities’ planning standards and legislation.

            Increasing efficiency of disaster management in urban areas

            This initiative aims to realize a major objective by increasing efficiency of flood, disaster and earthquake management in urban areas by studying the status quo, identifying needs, and developing an organizational structure for disaster management in MOMRAH and municipalities. This can be achieved by identifying the procedures required to be available for MOMRAH, municipalities and various departments, including planning and readiness for crisis and disaster management before, during and after end of the crisis or disaster, and controlling these events through use of the cutting-edge technologies such as natural disaster simulation programs. The initiative also intends to qualify human resources, increase efficiency and readiness of departments, and provide them with the appropriate equipment and software they need to assume their functions under all circumstances.

              Humanizing cities

              The initiative aims to support and rehab cities that are not well prepared for human by establishing open spaces such as municipal squares, pitches, parks, green spaces and pedestrian paths, and developing entertainment venues for celebrations, festivals and events to create a healthy, comfortable and eco-friendly environment. The initiative targets all segments and groups of society across the Kingdom of Saudi Arabia. The initiative helps improve quality of services provided in cities by providing a healthy and sustainable environment. Expected Impact: Improving citizens’ health and well-being, boosting good connections within society and the human dimension, and strengthening social ties “Putting People First” by establishing and developing parks, squares, pedestrian paths, pitches and green spaces. Outputs: Establishing public facilities, parks, public pitches, squares, pedestrian paths and green spaces.

                Constructing and developing municipal buildings and facilities

                The initiative aims to increase the municipal buildings and facilities, as well as to develop and maintain the existing buildings and facilities, including implementation and development of parking lots, establishment of public benefit markets, construction of municipal and administrative buildings, and equipment of quality and environmental health laboratories and buildings. The initiative targets all segments and groups of society across the Kingdom of Saudi Arabia. The initiative helps improve quality of services provided in cities by improving the infrastructure of municipal facilities. Expected Impact: Increasing efficiency of the municipal services by providing suitable municipal facilities. Outputs: Establishing and developing buildings and markets, and completing equipment of quality and health laboratories.

                  Developing grant land schemes

                  This initiative aims to implement 3,295 schemes across the Kingdom of Saudi Arabia, with a total of 2,300,000 plots of land, and to deliver all services to these lands in accordance with the Council of Ministers’ Resolution No. 36 of 1431H. The initiative targets all segments and groups of society across the Kingdom of Saudi Arabia. The initiative helps improve quality of services provided in cities by providing services and implementing the infrastructure for grant land schemes. Expected Impact: Providing infrastructure and all services and implementing the grant land schemes. Outputs: Schemes for asphalted grant lands with fully-fledged infrastructure.
