MOMRAH: 30-day license period for general excavation works on highways, and 60 days for main and secondary streets

His Excellency, the Minister of Municipal Rural Affairs and Housing, Mr. Majid bin Abdullah Al-Hogail, has approved the Regulations of Excavation Licenses. These regulations aim to coordinate the services of public utility works for issuing excavation licenses within the urban areas of cities and governorates in the Kingdom. This is done through the "Nasseq" service, which allows the requesting party to coordinate with relevant authorities to issue excavation licenses through Balady platform.

The regulations include a number of conditions for issuing excavation licenses through the Projects Coordination Office in municipalities. The main conditions include submitting the license application, committing to quality assurance, and complying with the technical requirements set by MOMRAH. This includes adherence to specified timeframes and designated routes for permits, as well as the requesting party's commitment to the coordination with relevant authorities.

The regulations set a period of 30 days for general excavation licenses for highways, and 60 days for other main, sub-main, and local roads. It also specifies 150 days for permits related to highways, and 300 days for permits related to main and sub-main roads. Municipalities have the authority to extend the permit duration within the project implementation period.

The regulations require the requesting party to have supervision from an accredited consulting office, obtain approval from relevant authorities for the permit, and pay municipal fines within 60 days if applicable. In case of street closure or traffic diversion, a traffic plan approved by the Traffic Departments must be provided.

It is worth mentioning that "Nasseq" is a unified electronic service carried out through Balady platform to implement various excavation-related services, such as coordinating excavation works, issuing, extending, and canceling excavation licenses for requesting parties. This aims to avoid any damage, obstacle, or duplication that may result from excavation works and is a fundamental requirement for issuing permits.
