The Ministry of Municipalities and Housing announced the update of the regulatory requirements for non-food retail outlets as part of its ongoing efforts to address visual distortions, enhance compliance with municipal regulations, and organize the business environment. This initiative aims to achieve the sector’s developmental objectives and support investors in expanding and developing their commercial activities.

The scope of application covers all wholesale and retail outlets selling non-food products such as clothing, perfumes, footwear, stationery, and other included activities. The new update includes several main pillars, covering various regulatory requirements such as licensing conditions, spatial requirements, location and area specifications, and compatible additional activities, in addition to technical and operational requirements.

The Ministry emphasized that one of the key updates is considering the nature of permissible activities based on the type of outlet. Wholesale or retail activities are allowed in standalone locations or within existing buildings, provided that the outlet area is not less than 24 m². Kiosks are restricted to retail sales only, with a minimum area of 2 m² in shopping malls or traditional markets. Furthermore, wholesale sales activities can be conducted within office spaces, provided that they comply with the specified office requirements.

The Ministry urged investors and those wishing to engage in non-food retail activities to adhere to the specified requirements outlined in the activity cards available on "Balady" platform. This ensures a smoother process for issuing commercial licenses and operating in accordance with the approved regulations.
