An electronic service available on the Balady Platform, designed for government and private sector entities across the Kingdom, allowing them to submit Emergency Project Coordination Requests for unscheduled projects at any time of the year through the Balady Portal. The request undergoes a coordination and approval cycle, and upon approval by the Coordination Office, it is forwarded to the Municipality Mayor for final approval or rejection. If approved, the project is added to the project plan, and an approved Coordination Report is issued, which serves as a requirement for obtaining a construction permit. This service is provided electronically without the need for an in-person visit to the government authority.

- The applicant logs into the Major Project Coordination Platform on Balady, verifies their identity and role, fills out and submits the Emergency Project Coordination Request, ensuring all entity details, data accuracy, and acknowledgment of the service requirements and commitments.
- The request is automatically circulated to all relevant Coordination and Approval Entities, and they are notified of the request, with a specified response deadline.
- Once approved by the Coordination Office, the request is forwarded to the Municipality Mayor for final approval.
- Upon the Mayor’s approval, all relevant entities and the applicant are notified of the issuance of the Emergency Project Coordination Report, which is made available for printing.

Submit electronically only through Balady portal
- The project owner may submit an Emergency Project Coordination Request without timing restrictions, except for the necessary coordination and approval period.
- The applicant’s role must be verified as either (Establishment Owner/Manager) via the Ministry of Commerce or as an authorized representative through the Municipal Authorization Service.
- The project must meet the criteria for defining major construction projects as established by each municipality, including area, budget, and number of floors.
- There may be a time conflict with another project, but submission is still allowed, and the final approval decision rests with the Coordination Office.
- The applicant must acknowledge and commit to the service requirements and conditions.
- The requesting entity must cover the maintenance costs of the area within the project zone, according to the defined project boundaries.
- The project owner must ensure that the attached emergency project document includes the reason for designating the project as emergency.
- The project owner must ensure that the attached emergency project document is approved by the relevant authorities.
