"White Lands" announces the start of the first phase in Qassim and Hail

The “White Land” program announced the start of the first phase of white land fees on lands located within the geographical scope in the Qassim region (Buraidah and Unaizah) and the city of Hail, starting tomorrow, Friday.

The program explained in a press statement today that the targeted geographical scope for the application of the first phase of the white land tax was determined in the Qassim region in the cities of Buraidah and Unaizah, and the city of Hail, after joint work with the concerned municipalities, and discussion of the proposed geographical scope for the cities, and inventorying the lands in them; to apply the white land tax system to them, as the geographical scope was adopted in a manner that is appropriate to the program’s objectives and consistent with the strategic plans of the municipalities.

The decision issued by the Minister of Municipal and Rural Affairs and Housing regarding the application of fees in the Qassim region (Buraidah and Unaizah) and the city of Hail stipulated the commencement of the first phase on undeveloped lands with an area of 10,000 square meters or more. The program called on landowners located within the targeted area to register their lands through the program's electronic portal: https://idlelands-services.housing.gov.sa. The decision gave landowners a grace period of 6 months to register the land data.

The program indicated that it works according to international standards in real estate studies and their impact ratios in the targeted cities, and completes the geospatial data so that the program can monitor all lands subject to fees, evaluate them, and impose fees on them according to the mechanisms followed and approved during the study of the urban scope; to achieve the main goal of applying the system, which is to contribute to increasing the percentage of citizens owning property, and to achieve a balance between supply and demand.

The White Land Fees Program is making continuous efforts to educate landowners about the regulations and procedures followed and to clarify the best ways to invest in and develop these lands. The program previously announced the application of fees in additional cities within the first and second phases.

The White Land Fees Program has launched a service through its website that allows inquiries about the existence of an existing fee on the land, using the deed number via the link https://t.co/0kVphOZUMz. The program has issued more than 9,500 invoices for areas exceeding 550 million square meters in the cities where the first phase of the fees is applied, and more than 5,000 invoices for lands in the second phase of the fees in the city of Riyadh.
