Al-Haqil: 370 digital services provided by the Ministry of Municipality and Housing serve more than 10 million users

His Excellency the Minister of Municipal and Rural Affairs and Housing, Mr. Majid bin Abdullah Al-Hogail, affirmed that the Ministry relies on technology as a key enabler to advance the sector's work. A digital strategy has been built that focuses on a number of axes, the most important of which is the adoption of a unified window for services, whether for the municipal or housing sector, which allows the beneficiary to complete all his work in partnership with the government and private sectors. This strategy has contributed to raising operational efficiency, reducing the number of visitors to the secretariats and municipalities, and investing data as a key enabler to improve the quality of services provided to customers and enhance the customer experience.

This came during His Excellency’s participation in a dialogue session within the Digital Government Forum entitled: (The Role of Digital Transformation in Achieving the Goals of Saudi Vision 2030), with the participation of His Excellency the Minister of Justice, Dr. Walid Al-Samaani, His Excellency the Minister of Industry and Mineral Resources, Mr. Bandar Al-Khorayef, and His Excellency the Minister of Transport, Engineer Saleh Al-Jasser.

Al-Haqil pointed out that the municipal sector contributes 60% of the economic activities in the Kingdom, explaining that the sector supervises more than 570,000 streets with a distance exceeding 300,000 km, including all related services such as maintenance, cleaning, paving, lighting, and more than 8,000 parks and other facilities. He noted that these figures have compelled the Ministry to look differently at its strategy in setting priorities, implementing services, and carrying out monitoring and follow-up work based on technology. He praised the effective and distinguished partnership with the Saudi Data and Artificial Intelligence Authority (SDAIA) and the Digital Government Authority.

His Excellency explained that the Ministry is working on improving and developing the Sakani platform to be a unified window for everyone who is thinking about housing, in light of the endeavor to achieve the objectives of the Housing Program - one of the Kingdom’s Vision 2030 programs - to raise the percentage of citizens owning homes to 70% by 2030.

He explained that the ministry is working to deepen investments in the “Baladi” platform as a unified window for the municipal sector, noting that the municipal investment portal “Fursah” has presented about 25,000 investment opportunities in Saudi cities and governorates, adding that one of the ministry’s goals is to reduce the number of visitors to secretariats and municipalities to obtain municipal services by more than 95%, to increase the efficiency of supervisory work through the use of artificial intelligence technologies.

His Excellency added that the Ministry of Municipal and Rural Affairs and Housing provides 370 digital services on digital platforms, which has contributed to a 70% decrease in the need to contact call centers, noting that more than 10 million users have been reached on the Ministry’s digital platforms.

The Minister of Municipal and Rural Affairs and Housing noted the United Nations’ praise in its report on the e-Government Development Index for the initiatives to implement community participation concepts through the “Baladi” platform.

Al-Haqil explained that the Ministry of Municipality and Housing, in partnership with other sectors, has been able to improve the level of connectivity and integration, citing the effective connection achieved with the Ministry of Justice in sorting and issuing electronic deeds for more than 220,000 real estate units, an increase of 50% over last year, as well as what the “Ejar” platform has achieved through connection with the Ministry of Justice as well, as electronic lease contracts are issued that preserve the rights of all parties.

His Excellency revealed the introduction of a new electronic product, the “Super App,” which offers nine main services, such as (commercial and construction licenses, approval of private plans, and other services), which are post-government service services.

The Minister of Municipal and Rural Affairs and Housing concluded his remarks at the dialogue session by stating that the Ministry is currently exploring the creation of virtual city models ( Digital Twin ), enabling it to create virtual replicas of cities to allow for various simulation experiments such as traffic jams, floods, and other issues, so that it can then serve as a platform for launching new digital services by clients from governmental and private entities.
