MOMRAH exert continuous efforts towards Humanizing Cities, the well-being of people, increasing ownership, and improving services

The Ministry of Municipal Rural Affairs and Housing has been actively engaged in efforts to develop cities, enhance their infrastructure, and improve their services to meet the aspirations of their residents and visitors. This is achieved through various diverse programs and initiatives that align with Vision 2030, with MOMRAH directly and indirectly overseeing over 30% of its objectives.

During the events of the Saudi Budget 2024 Forum held the day before yesterday, MOMRAH highlighted the achievements in the municipal and housing sectors. It also revealed its key targets for the next year to sustain its efforts in serving citizens and residents, promoting urban development. These targets are monitored and measured through eight main tracks: urban planning, urban landscape, infrastructure, cleanliness and public health, regulations and compliance, allocation, and smart municipalities. These tracks include 22 indicators to measure their progress and contribution to improving the quality of life in cities.

Among the notable steps taken by MOMRAH to enhance the urban landscape and quality of life is the launch of the "Bahjah" project. This project aims to create a vibrant urban environment that encourages walking and social interaction by targeting the establishment and development of 7,000 parks and 1,500 urban interventions across all provinces of the Kingdom by 2030. These parks and urban interventions will be extensions of homes, allowing city residents to access them within 800 meters. The percentage of urban clusters hosting parks has already reached over 58% by 2023. Additionally, efforts continue to address visual disturbances by identifying 43 elements for improvement through an integrated seven-year national campaign titled "Precious to Us" in partnership with various relevant entities.

In its sustainability efforts, MOMRAH is collaborating with 70 projects from the national mega-projects with areas exceeding 30 million square meters. This collaboration aims to promote the concept of sustainability in residential, commercial, and community projects, following standards that measure the sustainability of these projects and their compliance with environmental regulations to enhance their operational efficiency and align them with the concept of humanization. Furthermore, to boost real estate activity within urban blocks and provide land at affordable prices, MOMRAH has developed or initiated the development of a total of 189 million square meters of land under the "Idle Lands" program across 18 cities.

As part of its goal to privatize 70% of its services, MOMRAH has announced that it has achieved the privatization of 19% of municipal services and aims to reach 30% in the coming year.

In the housing sector, MOMRAH, under the "Housing Program," continued to provide housing and financing solutions for Saudi families. Over 1.5 million families have benefited from these solutions until 2023, including 747,000 families whose housing loans were supported through the Real Estate Development Fund. Additionally, more than 160,000 residential units have been offered at prices starting from 300,000 SAR within integrated residential complexes and suburbs with facilities and services under the "Housing and More" framework. These units are distributed across different provinces and are being fully developed by the National Housing Company (NHC). The goal is to provide 300,000 housing units by 2025 in partnership with local and international real estate developers, aiming to increase the homeownership rate to 70% by 2030.

In terms of developmental housing and providing suitable housing for the neediest families, MOMRAH has served 32,000 families, including 17,000 families in the current year of 2023, through partnerships with over 400 associations. Additionally, the "Jood Eskan" platform has facilitated community contributions to provide housing for the neediest families, with donations reaching 2.5 billion SAR from 6 million individuals who generously contributed, benefiting 11,000 families.

In the context of regulating the real estate sector and promoting a balanced and sustainable housing environment while safeguarding the rights of all parties involved, the efforts of the General Authority for Real Estate have had a positive impact. Various programs launched under the "Housing Program," such as the "Ejar" program, have shown positive results. The number of documented lease contracts through the electronic network has exceeded 8 million residential and commercial lease contracts, including around 2.8 million contracts recorded during this year. Other programs, such as "Mullak," "Wafi," and "Itmam," in addition to the Real Estate Contribution Law, and the National Real Estate Registration Services Company have also yielded significant outcomes.
