Today, the Ministry of Municipal and Rural Affairs and Housing in Riyadh hosted a workshop on the “Unified Contractor Classification Guide and Mechanism for the GCC Countries,” under the patronage of His Excellency the Minister of Municipal and Rural Affairs and Housing, Mr. Majid bin Abdullah Al-Hogail, and in the presence of representatives of the GCC countries’ municipalities, with the aim of improving the quality of work in the municipal sector in the GCC countries.

The workshop comes as a continuation of the ongoing efforts made by the Gulf Cooperation Council (GCC) countries to unify the systems related to the contracting sector, enhance cooperation in the field of municipal work between establishments of different sectors, and expand economic exchange in various fields between the GCC countries.

During the workshop, lessons learned from the application of the unified contractor classification guidelines and mechanism for the Gulf Cooperation Council (GCC) countries were presented. These guidelines were adopted by the GCC leaders at their (42) session in January of this year. The workshop shared successful experiences and challenges during the past period in order to find solutions and opportunities for improvement to the unified contractor classification guidelines and mechanism, and to identify the requirements for the unified Gulf classification in the GCC countries.

The guiding document aims to unify requirements, facilitate financial and technical procedures, enhance economic exchange, raise the quality of life, and integrate regional efforts among the GCC countries, by establishing frameworks regulating municipal work, systems, and legislation, thus completing the first building block laid by the leaders of the countries to achieve integration among the Gulf countries.

The guidance manual targets the construction and building sector, the communications and information technology sector, the operation, maintenance and services sector, the food and catering sector, the engineering facilities sector, the exhibitions and conferences sector, and the real estate development sector, in addition to identifying the requirements for evaluating the experience of the engineering and technical staff of the establishment, which is reflected in its performance and ability to implement projects, and the credit rating criteria that are based on determining the degree of financial risk of the establishment, which reflects its ability to manage the capital available in managing projects according to a number of criteria.
