"Municipalities and Housing": More than 13,000 registered in the "Certified Monitor" initiative within a week of its launch

The Ministry of Municipalities and Housing revealed that the “Certified Monitor” initiative has witnessed widespread interaction since its launch last week, with the number of registered beneficiaries exceeding 13,000 from various regions of the Kingdom. More than 5,000 of them have completed the accredited training programs and obtained the “Certified Monitor” certificate, while the platform received more than 2,000 reports of various municipal violations during the same period.

The ministry explained that the large turnout for registration in the initiative reflects the awareness and keenness to contribute to improving the urban landscape and addressing the manifestations of visual distortion, stressing that the initiative has become a national model in enabling the community to play an active role in the municipal control system, and consolidating the principle of partnership and shared responsibility between the citizen and the municipal sector.

The ministry explained that the “Certified Monitor” initiative comes as an extension of its efforts to develop field monitoring tools and move towards smart monitoring based on data and digital technologies, as it enables members of society to register through the “Baladi” platform and complete a specialized electronic training course that qualifies them to acquire the status of “Certified Monitor” and report municipal violations by submitting reports documented with pictures, geographical location and accurate information.

The ministry added that reports are subject to an integrated digital verification system that ensures the accuracy of the data and the validity of the attached images and sites, and they are dealt with electronically until they are closed within a unified monitoring system, noting that the mechanism for financial rewards for participants grants a reward of up to 25% of the value of the observed violation, according to specific criteria that take into account the seriousness of the violation and the difficulty of detecting it.

The ministry affirmed that the initiative has contributed since its launch to raising the level of field monitoring, accelerating the handling of violations, and improving the quality of response in municipalities and secretariats, within the ministry’s direction towards raising the efficiency of operational performance and employing technical solutions in promoting compliance and field governance.

She pointed out that the “Certified Monitor” represents one of the paths of digital municipal transformation adopted by the Ministry to enhance community participation and stimulate a culture of positive oversight, stressing that the Ministry is proceeding to expand the scope of the initiative to include new areas in the municipal work system, which contributes to building more organized, beautiful and sustainable cities, and keeps pace with the objectives of Saudi Vision 2030 in improving the quality of life and raising the efficiency of municipal services in all regions.

It is worth noting that the Cabinet, in its session held on November 4, 2025, approved granting financial incentive rewards to those who contribute to uncovering violations of the municipal penalties regulations, in accordance with a number of controls and standards regulating this, in order to enhance the efficiency of municipal work and consolidate the principle of community partnership in oversight and improving the quality of services. .
