The National Program for the Development of Collective Housing for Individuals affirmed the regulation of collective housing mechanisms for individuals, through the application of health, technical requirements and safety standards, in order to ensure the provision of a suitable residential environment for workers within cities.

The program explained that regulating collective housing aims to reduce overcrowding and congestion, and ensure compliance with regulations, by restricting workers’ housing to licensed collective housing, and applying comprehensive requirements that contribute to improving the quality of life and raising the level of safety.

He explained that all group housing licenses are issued through the "Baladi" platform, while some licenses are issued within industrial cities by the competent authorities, noting that group housing is mandatory for establishments that have 20 workers or more.

He stated that the capacity of each collective housing unit is determined based on the area of the building or complex, and establishments are obligated to provide licensed housing units that correspond to the number of workers registered with them on the “Qiwa” platform.

The program indicated that the mandatory phase began in September 2025 and will be implemented gradually, starting with large establishments, then medium-sized ones, followed by small establishments. .

He emphasized that the electronic link between the "Baladi" and "Qiwa" platforms allows for compliance verification, as the commercial registration of the establishment is suspended if there is no valid license for group housing that matches the capacity and number of registered workers. .

The program called on establishments to utilize the "Baladi" platform to review licensing requirements and related instructions, emphasizing that compliance includes the entire entity and all its affiliated branches, as well as cases where commercial records are consolidated under one number. .

It is worth mentioning that the Ministry of Municipalities and Housing heads the National Program for the Development of Group Housing for Individuals, and its membership includes (the Ministry of Interior, the Ministry of Health, the Ministry of Human Resources and Social Development, the Ministry of Commerce, the Ministry of Industry and Mineral Resources, the Royal Commission for Jubail and Yanbu, the Saudi Authority for Industrial Cities and Technology Zones, the Authority for Special Economic Cities and Zones, and the Public Health Authority “Weqaya”).
