The Minister of Municipal, Rural Affairs and Housing approves updating Implementing Regulations for the Law of Municipal Licensing Procedures

Minister of Municipal Rural Affairs and Housing, His Excellency Mr. Majid bin Abdullah Al-Hogail, has approved updating the Implementing Regulations for the Law of Municipal Licensing Procedures. This comes as part of MOMRAH’s efforts to develop the municipal sector, enhance transparency and governance in licensing procedures, and improve the quality of services provided to beneficiaries, which in turn reflects positively on improving the business environment and enhancing investment attractiveness in the Kingdom.

MOMRAH stated in a press statement today that the new updates to the Implementing Regulations for the Law of Municipal Licensing Procedures take into account the development and urban and economic activities in the Kingdom of Saudi Arabia, and align with the diverse needs of beneficiaries in the construction and building sector, as well as meeting the aspirations of investors and commercial establishments.

The new updates to the Regulations include clarifications regarding the requirements and procedures for construction and commercial licenses, as well as the mechanisms for issuing them and the durations of the related procedures. They also synchronize commercial and construction licenses with civil defense certificates and address the expansion of the MOMRAH’s supervisory powers beyond the urban scope in response to modern business models.

The updates also include the addition of an option to transfer store locations without canceling the commercial license, and the regulation of licenses for mobile traders. These changes contribute to enhancing the governance of commercial and construction licensing procedures and improving the investment environment.

The regulations have introduced improvements to enhance the experience of beneficiaries and make it more flexible. Among the most prominent changes are allowing applicants to obtain preliminary approval for site preparation, restructuring the committees for reviewing complaints related to commercial and construction licenses, and detailing the procedures for their formation, work, governance, and service quality improvement.
