The Ministry of Municipalities and Housing has launched the “Home Delivery Permit” service for food and non-food establishments that provide delivery services, through the “Balady” platform, as part of its ongoing efforts to enhance quality of life and raise safety and compliance standards in the delivery sector across the Kingdom.

This service aims to regulate delivery operations within cities and ensure establishments' compliance with health and technical requirements, contributing to the development of a safe and efficient environment that strengthens consumer confidence.

Requirements include issuing a health certificate for workers involved in home delivery services, obtaining approval from the authority supervising the commercial activity, and clearly displaying the establishment’s name or trademark on the delivery vehicle. Establishments must also ensure that vehicles are equipped in accordance with technical and health specifications for transporting products.

The Ministry stated that mandatory implementation for obtaining the permit will begin on July 1, 2025. Municipalities will conduct field inspection campaigns to ensure compliance and apply regulatory procedures against violators.
