The Ministry of Municipalities and Housing has announced updated technical requirements for motor vehicle periodic inspection facilities, as part of its ongoing efforts to strengthen public safety, improve the urban landscape, and enhance the attractiveness of investment in the automotive technical services sector.

The Ministry explained that the new requirements establish a comprehensive regulatory framework with clear standards for the construction and operation of inspection facilities, aligned with investor expectations, improving service quality for beneficiaries, and boosting compliance in this vital sector.

The updated classifications are divided into four categories based on facility capacity, number of inspection lanes, and types of vehicles inspected. These include specialized centers for trucks, tractors, trailers, and hazardous materials vehicles, in addition to mobile inspection units equipped with specialized technical systems.

The requirements also include precise standards for site design, space allocation, setbacks, and parking, along with architectural and technical criteria covering ventilation, air conditioning, lighting, fire prevention systems, and compliance with the Saudi Building Code. The guidelines also require facilities to provide accessible infrastructure and supporting services for persons with disabilities, in line with universal design standards.

The Ministry indicated that the requirements also include operational standards, most notably the installation of surveillance cameras, provision of electronic payment methods, and the display of identification signage and digital codes for licenses. In addition, facilities must comply with regular preventive maintenance, maintain general cleanliness, manage waste effectively, equip staff with personal protective equipment, and adhere to all regulations and guidelines issued by the relevant authorities.

The Ministry stressed the importance of investors’ commitment to avoiding any additional activity not listed in the license or using sidewalks and public facilities without obtaining a proper occupancy permit. Clear mechanisms have been established for handling complaints and grievances, ensuring fairness in enforcement and transparency in procedures.

It is noteworthy that these requirements aim to enhance the efficiency of motor vehicle periodic inspection facilities, improve traffic safety and urban planning, and elevate the quality of technical services provided to beneficiaries, in line with the objectives of Vision 2030.
