"White Lands" issues more than 5,000 invoices in the second phase in Riyadh, covering areas exceeding 25 million square meters.

The White Land Fees Program issued more than 5,000 invoices in the first cycle of the second phase in the city of Riyadh, on areas exceeding 25 million square meters of developed land within the announced urban area, which is expected to provide more than 80,000 housing products, bringing the total number of invoices issued “payment orders” since the establishment of the program to more than 14,500 invoices in the various cities in which the White Land Fees were applied in its first and second phases.

The program explained in a press statement today that the white land fees invoices issued on August 15 included lands whose owners had registered them during the legal deadline for land registration, which ended on June 15, or lands that the program had registered in coordination with the relevant government agencies, exceeding 5,000 lands in more than 100 neighborhoods. It called on those obligated to pay the white land fees, which meet the criteria of the second phase, or those who share ownership of it, to quickly verify the existence of invoices issued against them, through the electronic portal for white lands https://idlelands-services.housing.gov.sa/ .

And to take advantage of the payment deadline, which ends one year after the date of issuing the decision to develop the land and complete the construction of residential facilities on it - excluding fencing and the like - in accordance with the building permit issued for the land, or to pay the fee, or to reduce the area of ownership; in order to avoid the resulting violation of up to 100% of the value of the fee, in addition to paying the fees due, which are estimated in the second stage based on the market value of the square meter.

He added: “In the context of seeking to increase the supply of real estate products and developed lands and to reduce monopoly, the program seeks to incentivize those obligated to develop their lands during the payment grace period, and to benefit from the support mechanisms provided by the Ministry, such as the Off-Plan Sales or Leasing Committee “Wafi”, the Etmam Center, and the Real Estate Development Agency, in order to accelerate the pace of developing undeveloped lands, stressing that the invoices “payment orders” are considered contracts, privileges, and penal documents according to the State Revenue System, after the issuance of the royal decree regarding this during August 2020.”

It is noted that Article Fifteen of the Executive Regulations for White Land Fees stipulates that the amounts collected shall be spent on developing infrastructure projects according to the following text: “The Ministry shall determine the ways of spending - from the account for the amounts of fees and fines collected - on housing projects, connecting public utilities to them, and providing public services in them.”
